There will be a meeting of the Frederick County Transportation Committee at 7:30 p.tn. on
Tuesday, June 7, 1994, in the conference room of the Old Frederick County Court House, 9
Court Square, Winchester, Virginia. The Transportation Committee will discuss the following
items:

PROPOSED IMPROVEMENTS TO GREENWOOD ROAD (ROUTE 656)
AND VALLEY MILL ROAD (ROUTE 659)
Mr. Bill Bushman, VDOT Resident Engineer, and Mr. Chuck Maddox, Professional Engineer
and Vice President of Gilbert W. Clifford & Associates, have asked for an opportunity to
address the Transportation Committee regarding the above referenced road improvement project.
This project is included in the Frederick County 1994-1995 Secondary Road Improvement Plan,
and is ranked as priority number one under the Major Road Improvement Project section.
The County Administrator has asked that staff provide an opportunity for these proposals to be
considered by the Transportation Committee and the Planning Commission prior to consideration
by the Board of Supervisors. This will provide the opportunity for the committee and the
commission to ask specific questions and have all concerns addressed. The Board of Supervisors
will ultimately recommend that VDOT proceed with one of these proposals.
Mr. Bushman and Mr. Maddox will provide maps and designs that depict the proposed
improvements. Staff will provide additional information that may be applicable to this
discussion. Staff asks that the Transportation Committee consider each proposal and forward
a recommendation to the Planning Commission after all concerns have been adequately
addressed.

URQUHART TRACT ENTRANCE IMPROVEMENTS
Enclosed is a letter from Mr. Andrew S. Prince, Executive Vice President & General Council
of Urquhart & Company, dated May 25, 1994. Mr. Prince has been working with the VDOT
and Frederick County to realign the main entrance into a site owned by Urquhart & Company.
This site is located on the northeastern corner of the Valley Pike (Route 11 South) and Route
37 interchange. (Please see enclosed map)
The portion of this property that fronts on Valley Pike is classified as limited access. In other
words, new entrance locations are not permitted. Urquhart & Company have petitioned and
received relief from the Commonwealth Transportation Board regarding this issue. The VDOT
has required an agreement to be made between Urquhart & Company, VDOT, and Frederick
County prior to the construction of a new entrance within the limited access area.
The County Administrator has asked that this proposal be considered by the Transportation
Committee and the Planning Commission prior to consideration by the Board of Supervisors.
This will provide the opportunity for the committee and the commission to ask specific questions
and have all concerns addressed. The Board of Supervisors will make a final decision on this
agreement based on the information provided, as well as input from the Transportation
Committee and Planning Commission.
Staff will provide additional information based on the proposed agreement that may be applicable
to this discussion. Staff asks that the Transportation Committee consider this agreement and
forward a recommendation to the Planning Commission.

Re: Access to Winchester -81 Property
at Intersection of I-81, Routes 37 and 11
Dear Evan:
As we discussed, included with this letter are the specific
changes to implement the comments in my April 18, 1994 letter.
As I mentioned, this project will provide good traffic glow and
appropriate access to our site.
For your benefit, these discussions started in 1990, if not
before, when we realized that, while we could develop our 23 acre
parcel, it would be in everyone's best interest for us to do so
in a way which would facilitate traffic flow in the area.
As a result of the construction of at least Interstate 81
and perhaps Route 37, a limited access line had been placed on
both the I-81 and Route 37 portions of our property as well as up
a substantial portion of the Route 11 side. The result was the
entrance and exit from our property was at the north end of the
Property, and offset from Fay Street as well as the loop ramp
exit at the intersection of Route 37 and Route 11. In meetings
with the County and VDOT we discussed a realignment of the main
entrance to our property, such that the main entrance would be
directly across from the Route 37 loop ramp and an auxilliary
entrance would be placed at the north end of our property. This
was found by all to be a preferable arrangement. In 1990 we
submitted a traffic study done by Patton Harris and Rust, and
after discussion in 1990 and 1991, as requested, we submitted a
draft agreement based on the results of our meetings. The terms
of our contract were acceptable and our contract was sent for
legal review. A revised contract was finally received which
substantially changed the business aspects of the deal. In
December 1992 (a full year later) we met and were informed that
the planned entrance would require approval of the Commonwealth
Transportation Board. Obtaining the approval was put in motion
and when the meeting occurred, the CTB approval was given in

1993. In December 1993 Don Lahey, the attorney working for VDOT,
called to say that despite the prior agreements and negotiations
between us, the agreement had to be an agreement between VDOT and
the County. In January and February 1994 I called Lahey to have
him get copies of whatever he was going to send out to the County
forwarded to us. I was told at the end of February that the
draft was out, but then found out that it did not come out until
the end of March or the beginning of April, at which point it was
forwarded to me, and we have subsequently been in contact.
As you can see, we have been trying to get this change which
will benefit the County accomplished for at least the last tour
years. We thought we had a full agreement which could be
finalized back in December 1991. During this time we lost
several contracts because of the uncertainty regarding the
entrance timing. We now look forward to a speedy resolution.
For your use I have included our necessary changes and.the
Patton Harris Rust traffic study (all enclosures will come by
mail) which demonstrates that traffic to be generated from our
site should not create a traffic problem (not included with the
fax). In addition to the VDOT letter showing what was
acceptable, I am also sending a draft form of the escrow
agreement.

Enclosed is a copy of a letter from Richard D. Holcomb, Department of Motor Vehicles
Commissioner, dated May 10, 1994. The purpose of this letter is to request that communities
participate in traffic safety programs during various 4th of July celebrations. Included with this
letter is a listing that provides ideas for the creation of traffic safety programs. This material
is provided for your information. Please contact me if you have additional input regarding this
matter.

Dear Transportation Safety Commission,
As your partner in highway safety, the Department of Motor Vehicles invites you co-part
in a project to promote traffic safety at your community's Independence Day celebration.
We hope you will join us in communicating the message, "America Needs You. Drive Safely."
This project is part of a larger campaign to encourage highway safety during the 101 critical
days of summer Your Transportation Safety Commission can play an important role in pro-
moting traffic safety to your constituenrs.You are the traffic safety connection between gov-
ernment and your community. You are the group that can get the attention of citizens and
government and say, "Traffic safety is important in our community."
Why the 4th of July holiday? Independence Day is a holiday in the center of the 101 critical
days of summer on Virginia's roads. It is a holiday where whole communities are gathered
together to celebrate our freedom -That freedom is dependant upon our ability to travel safely
and lead healthy productive lives.
This packet was designed specifically for your commission. It contains ideas that you can use
to promote traffic safety during the 4th of July holiday. Use them to communicate the safe dri-
ving message or develop ideas of your own. Also enclosed is an order form for materials
developed just for this promotion. Your orders must be received by May 30, 1994, so you need
to begin plans right away.
1 hope that your Transportation Safety Commission will accept this invitation to coordinate
a traffic safety promotion at your community's Independence Day celebration. Contact the

INCORPORATING TRAFFIC SAFETY INTO
YOUR COMMUNITY'S INDEPENDENCE DAY CELEBRATION
Use these ideas or create your own to promote traffic safety on
the 4th of July in your community.
► Provide the 4th of July celebration planning committee with ideas on how traffic safety can become
an integral part of its special event
► June 28 - July 4 is National Sobriety Checkpoint Week. Work with law enforcement in your
community to inform citizens of the new DUI laws and the consequences of drinking and driving.
► Provide cue cards to the master of ceremonies, band leader, mayor or anyone speaking before the
fireworks to remind celebrants to buckle up and designate a driver who has not had any alcohol_
► Ask newspaper, radio and television stations to report on traffic safety issues, including. vacation
safety, safe summer entertaining where guests don't drink and drive, staying cool in a traffic jam.
► If there is a parade in your community, sponsor a float. Have a car dealership or trucking company
sponsor you and put traffic safety messages on your entry.
► Work with local grocery store chains to put a safe summer travel flyer in their bags during high vol-
ume shopping days before the holiday.
► Ask a local ice company to put information on DUI laws on their ice boxes.
► If you live in an area with high crime, work with law enforcement and the media to promote
"Zero Deaths This 4th of July - no murders, no crash fatalities"
MORE IDEAS...
► Sponsor a traffic safety booth at your 4th of July celebration. Encourage a local civic organization
to help you with it. Encourage interaction with citizens by offering.
• Games that promote traffic
• A table with crayons and Snap Dragon or Vince & Larry coloring sheets (coloring sheets
are available from DMV)
• Free soda for designated drivers
• The safety belt convincer
• A seat with a safety belt connected so that citizens can learn the proper way to buckle up
• A wrecked car from a crash in your area
Encourage alternatives to drinking. Sponsor fun contests and tie in a safe driving message
(Ex. "Pop a hot dog instead - don't drink and drive").
Sponsor a child safety seat or safety belt check at your community's celebration. There will be
lots of families with small children attending.
► If there is a traffic jam getting in or out of the festivities, plan to have volunteers holding signs
that say either "Buckle Up"or "Thanks for wearing your safety belt' .
► If there is a bakery in your area, ask them to put a traffic safety message on the plastic bags
containing hot dog and hamburger buns.
► Post a traffic safety message at all entry and exit points.
Get someone to dress up like Uncle Sam and carry or wear a sign with the message, "America
Needs You. Buckle Up." He could mingle with citizens and encourage them to drive safely.
► Sponsor a lemonade stand and donate the proceeds to buy a child safety seat for a homeless
or battered women's shelter or your community's foster care program.
