There will be a meeting of the Frederick County Transportation Committee at 7:30 p.m. on
Tuesday, April 5, 1994, in the conference room of the Old Frederick County Court House,
9 Court Square, Winchester, Virginia. The Transportation Committee will discuss the
following items:

REVENUE SNARING PROGRAM AS APPLIED TO ROUTE 642
Frederick County has been working with the Virginia Department of Transportation
(VDOT), developers, and landowners along Macedonia Church Road (Route 642) to
complete the steps necessary to accommodate the relocation of this road. This relocation
is intended to take place from the intersection of Macedonia Church Road (Route 642) and
Aylor Road (Route 647) and extend eastward and connect with Front Royal Pike (Route
522). VDOT has advised Frederick County that additional funds may be needed to
complete this project. Frederick County intends to apply for funds available through the
County Primary and Secondary Road Fund Revenue Sharing Program. This is a cooperative
program offered by VDOT which provides a 1:1 state to local dollar match for road
improvements.
The Revenue Sharing Program allows each locality to apply for $500,000 which will be
matched by VDOT as funds are available. Frederick County intends to apply for $250,000,
creating an additional $500,000 for this project. Any funds that are not used for this project
will be reimbursed by VDOT at a later date.
Staff will provide additional information during the April 5, 1994 meeting. Staff asks that
the Transportation Committee consider this request and provide a recommendation that will
be forwarded to the Planning Commission and the Board of Supervisors.

Fiscal Year 1994-95
Dear Members of the Boards of Supervisors
and Members of the Council:
The County Primary and Secondary Road Fund, more commonly
known as the "Revenue Sharing Program", allows the Virginia
Department of Transportation (VDOT) to provide state funds to match
local funds for the construction, maintenance, or improvement of
primary and secondary highways in your county. This money also may
be used for the addition of subdivision streets otherwise eligible
under Section 33.1-72.1 Code of Virginia. Such a cooperative
program between local governments and VDOT allows for an increased
number of road improvements throughout the Commonwealth. In the
current fiscal year, 30 counties chose to participate in the
Revenue Sharing Program, thereby providing $20 million for
additional improvements to the primary and secondary system.
The Commonwealth Transportation Board's annual allocation of
state funds in this program is limited to $10,000,000 (Code of
Virginia, Section 33.1-75.1[C]). If your county wishes to
participate in the program for the fiscal year ending June 30,
1995, the Board of Supervisors or members of Council must notify
VDOT o f :
* its intent to participate in the Revenue Sharing Program,
* the amount of local funds to be provided, not to exceed
$500,000, and
* the prioritized list of eligible projects with individual
estimated project costs.
The Resident Engineer for your locality will work with you to
identify a list of one or more improvement projects to be
undertaken with these funds. Your Resident Engineer will also help
you establish estimated project costs. VDOT must receive this
information on the attached form by April 22, 1994

Note: A sample letter of notification is attached for your
reference.
In the event that localities throughout the state request a
total in excess of the available matching funds, the Commonwealth's
participation will be adjusted downwards on a pro rata basis to
remain within the limits of the appropriation. The adjustment may
require that the lowest priority project or projects be dropped
from the program. You will be notified of the preliminary amount
available to your locality in June, 1994; this amount will be
subject to approval by the Commonwealth Transportation Board early
in the 1994-95 Fiscal Year.
Conversely, should total requests require less than the
available funds, those counties which initially requested the
$500,000 maximum may apply for a part of the remaining
appropriation (Code of Virginia, Section 33.1-75.1[D]). The
allocation of any remaining funds will be decided in June, 1994.
Note: A set of guidelines for administering this program is
enclosed to assist you in making these assignments.

SIGNALIZATION AT DOMINION SQUARE/DELCO PLAZA INTERSECTION
WITH FRONT ROYAL PIKE (ROUTE 522 SOUTH)
The Virginia Department of Transportation has received a request for the installation of a
traffic signal light on Front Royal Pike (Route 522 South). This request has been made by
the businesses that are located along this corridor. Mr. Bill Bushman has been working with
these business owners to assess the need for traffic signalization in this area. Mr. Bushman
will advise the Transportation Committee as to how VDOT intends to address this issues.

Dear Mr. Bushman:
We are the owners of Dominion Square Office Building at 158 Front
Royal Road. For the past several years., we have asked for a. stop
light at the intersection of U. S. Route 522 & Dominion Avenge.
Our past conversations have been with Al Smith and he had,, on our
behalf, a traffic count made at this corner.
Since all this has happened, the Cracker Farrell has opened at
this location and more traffic has been created. There have been
several accidents because of the speed travelers go down 522
after they have left Interstate 81. We are concerned about trying_
to stop future accidents.
If you would get back to us about any solutions you may have to
stop future accidents at this lccati Qn., we would approc-iate it.
