Wyatt, Planner H RE: September Meeting and Agenda DATE: September 9, 1993 There will be a meeting of the Transportation Committee at 7:00 p.m. on Monday, September 20, 1993, in the Board Room of the Old Frederick County Court House, 9 Court Square, Winchester, Virginia. The Transportation Committee will discuss the following items: AGENDA 1. Review of the 1994-1995 Frederick County Six Year Secondary Road Improvement Plan. 2. Discussion regarding a proposed road connection between Valley Mill Road (Route 659) and Berryville Pike (Route 7). 3. Other. 9 North Loudoun Street P.O. Box 601 Winchester, VA 22601 Winchester, VA 22604 ITEM #1 Frederick County Six Year Secondary Road Improvement Plan Each fall, the Frederick County Transportation Committee reviews and updates the existing Six Year Secondary Road Improvement Plan. The purpose of this review and update is to remove projects that have been completely funded by VDOT, add projects that have been requested, and prioritize all road improvements. Enclosed in your agenda is the July 1, 1993 - June 30, 1994 Secondary Road Construction Budget for Frederick County. Based on the funding under this budget, the following projects may be removed from the new Six Year Secondary Road Improvement Plan: MAJOR PROJECT ROAD IMPROVEMENTS Route 661 from Route 672 to Route 663 HARDSURFACE ROAD IMPROVEMENTS Route 734 from Route 522 N to 1.5 miles south Route 699 from 0.5 to 0.7 miles south of Route 694 INCIDENTAL CONSTRUCTION Route 659 - bridge over Red Bud Run Route 622 - 150 lbs cold mix from Route 37 to Route 620 Route 681 - overflow pipes at Brush Creek Route 648 - spot widen Route 681 - spot widen and tree removal from Route 685 to Route 690 Route 604 - relocate curve and intersection Other projects have begun to receive funding under the current Secondary Construction Budget. These projects need to remain on the plan until they are completely funded. Staff recommends that the priority of these items remain in their present order, and that they are renumbered accordingly. ITEM ##1 CONTINUED The Transportation Committee will consider requests for additions to the Six Year Road Plan during this meeting. Over the last few years, the Transportation Committee has held public meetings to encourage citizens to address their concerns. Staff has compiled the requests that have been received since the last update of this plan. Requests that have not been received but are made at this meeting should be considered by the committee. The following requests have been received by staff. 1) Request of Robert F. Bossick to spot widen and remove trees for improved visibility along Route 689. 2) Request of James L. Bowman to consider short term safety improvements along Route 636 from Route 640 to Route 735 until it qualifies for future improvements. 3) Request of Patricia Shell and Della Dunlap to repair five bridges along Route 608 between Route 50 W and Route 55, and to install guardrail on Route 616 along the hill that leads to the intersection with Route 608. 4) Request of Mark D. Anderson to have Route 836 considered as a hard surface improvement project. 5) Request of John M. Gregory to have Route 671 widened and hard surfaced from Route 692 south into the Shockeysville community. 6) Request of Mr. & Mrs. Roger DeHaven to improve Route 682 by widening and straightening out curves and eventually hardsurfacing the entire road segment. Included with this agenda item is a location map for these requests, as well as the actual letters and petitions that were provided to staff. Staff asks that consideration be given to each request and that the Transportation Committee recommends action for each item. We have 75 acres of land on Rt. 682. We are waiting for the deeds to .to completed by our lawyer, giving our three children each a lot. Anita D. Bartell, Robin D. Malone , and Jonathan B. DeHaven will each have 4.117 acres. We bought this property in Oct. of 1986. At the time we bought it we were told that the people in the Country Squire Estates were told that the road was to be widen and black topped. We built there in 1990. W6 love it there. The only problem is the narrow road with the sharp turns. Last summer our daughter in law had just dropped our 8 month old granddaughter, and was on her way home. She had an accident on the turn just before the creek. Thank God she or the other man was not hurt. They both were over to far as they rounded the turn. It is almost impossible to not be over in the other persons lane on the narrow -road. One day last summer I was coming home and saw a women leading a horse up the middle of 682. Her truck could not pull the hill with the horse on behind. It keptspinning on the rough road. At the foot of the hill was her truck, sitting right in the road. When I got to the bottom of the hill, a man had stopped to help. Thank goodness, because I would have to have went around on the wrong side of the truck. This summer I was going down the hill, car in low gear, going about 10 miles per hour. YOU CAN"T GO ANY FASTER. The road was so rough that I started sliding as I Got to the bottom. There was no one coming or I could not have stopped. The road gets like a wash board. Going'up , the tires dig all the way up. A few weeks ago, I was starting down the hill, before I got to the bottom, I met a man. He was coming around the turn so fast +-hat he slide. He would have hit me if I had met him on the turn. We can watch for lights at night, but that doesn't help during the day. Page 2. Last year I was coming down the road and met my neighbor, Mary Ellen DeHaven, I pulled off in a wide spot to let her pass. She was on her side as for as she could get and slide off in a ditch. we tried to get her out. I took her and her baby home. She had to have her car towed out of the ditch. Please understand that I am not complaining about the road crew at Cross Junction. They do the best they can. Money is being th-rowed away, because each month thet have to come over and work on the hili. Theis another really bad turn on past the sub division. It is really a blind turn. I do not know how the school bus gets around those blind turns. We would love to have the road paved, but please take care of the narrow road and dangerous curves. Anoth--r problem with this road when it is repaired is that it is simply nut wi, enough for two large vehicles to pass without diffic.,ulty. Secondly I would request that you provide me with information with w-i•_h the families and businesses on this route would need to comply with and complete in order to request and have the State come in and widen, pave, and extend this 1 mile stretch of road. Regarding the first questions, we too are aware of the serious problems on the stabilized road system in Frederick County as a result of the extreme weather conditions experienced this past winter. The amount of moisture which we have received has severely affected roads such as Route 836. Recognizing these extraordinary conditions, we have taken what we feel are special efforts to restore these roads to more serviceable conditions. Our graders are working six (6) days a week and most of the crews are working five (5) ten hour days in an effort to get the road system back to a more reasonable maintenance state. The second item you requested in your letter was relative to what was needed to have this road be considered for improvement, reconstruction, and hardsurfacing. We need to have an indication. from the property owners on this section of road that they are in agreement to donate the rigt-of-way necessary to reconstruct Route 836 as a hardsurfaced facility. This would generally entail a 50' wide right-of-way with a roadway pavement of approximately 20' with 4' to 6' width for shoulders on each side and appropriate ditches for drainage. This information which must be unanimous of all the property owners involved should be forwarded to the Frederick County Planning Department, Attention: Mr. Evan Wyatt. It can then be brought to the attention of the Transportation Committee at the appropriate time. TRANSPORTATION FOR THE 21 ST CENTURY Mr. Mark D. I am not clear on that and I do not remember when Route 836 was shortened as you indicate in your letter. There are circumstances which would allow the road to be extended, but they would have to looked at carefully. By the time you have received this letter the road condition of Route 836 should have been addressed. We regret the inconvenience experienced by the users of roads such as Route 836 in Frederick County. As you know, the Valley Mill Road area contains several residential neighborhoods at this time. This road is experiencing a decreased level of service, and its intersection with Route 7, east of Winchester is not designed well. Master Development Plans have been submitted for to new multifamily developments between Dowell J. Howard Vocational Center and the Brookland Heights townhouse subdivision. This property has been zoned for this type of development for several years; therefore, the availability of proffers or the option of plan denial does not exist. The Board of Supervisors have directed the developers to propose a solution to this problem. The Board has also asked that the Transportation Committee consider this proposal and provide a recommendation to the Board. Mr. Charles E. Maddox of Gilbert W. Clifford & Associates will address the committee during this meeting. Enclosed is a plan that proposes a connection from Valley Mill Road to Berryville Pike. This plan generally conforms with the Eastern Road Plan that is part of the Frederick County Comprehensive Plan. As a follow-up to this discussion, staff has provided the committee with correspondence from VDOT and Frederick County. Included under this agenda item is a letter from William H. Bushman, dated August 10, 1993, and a letter from our department dated September 8, 1993. COUNTY of FREDERICK Department of Planning and Development September 8, 1993 Mrs. Glenda Madigan 1049 Double Church Road Stephens City, Virginia 22655 RE: Virginia Department of Transportation Letter Dated August 10 1993 Dear Mrs. Madigan: 703 / 665-5651 Fax 703 / 678-0682 This letter is in response to our conversation regarding safety concerns at the intersection of Double Church Road and Sherando Lane. As you know, the Frederick County Transportation Committee discussed this situation in August. Since that meeting, the Virginia Department of Transportation (VDOT) has studied this area and responded to the Transportation Committee. Enclosed is a copy of the letter addressed to Mr. Don Taylor from Mr. William Bushman for your records. Mr. Bushman has stated that the best solution for this situation is to relocate the entrance of Sherando Lane so that it aligns with Grim Road (Route 640). Mr. Bushman believes that this will improve visibility for all vehicle patterns in this area. The relocation of the entrance of Sherando Lane can not be included on the Frederick County Six Year Secondary Road Plan because it is a private lane. However, VDOT has offered to pay for the cost associated with utility relocations if this entrance is relocated by others. During our conversation, you stated that you did not believe that the property owner would be willing to allow for Sherando Lane to be relocated. I will be willing to meet with the property owners on behalf of the Transportation Committee to discuss possible solutions to this situation. To briefly summarize the situation, the citizens' complaints center on the entrance of the private subdivision on Route 641. There was unanimity of opinion, the Route 640 intersection leg posed no safety problem. We have reviewed the area. This is an area which has been the source of many complaints stretching back nearly 15 years. The entrance to the subdivision was not built under VDOT permit and is not to our minimum standards. The subdivision side of Route 641 is the source of the sight distance problems. There is an embankment which restricts visibility to the south and the vertical curve on Route 641 restricts sight distance for people traveling southbound on Route 641 in turning into the subdivision. Complicating matters further is the fact there are several utilities buried including a very large capacity telephone cable. Due to the circumstances of this very complicated area, we proposed the following: ® If some entity will reconstruct the entrance to the subdivision 50'+ to the east (to a point which is the highest point on Route 641 (directly across from Route 640) and will give users of the subdivision safe sight distance in both directions), under a VDOT permit, on right-of-way recorded for such an entrance road, then: • VDOT proposes to pay for the adjustment of all utilities necessary to allow the construction of the relocated entrance. A further condition is the right-of-way obtained for the relocated entrance should also encompass the area needed for the relocated utilities. We do feel justified in participating in the relocation of the utilities, however, to reduce a potential accident location.
