Mr. Bowman questioned the status of improvements and hardsurfacing to Route 636 (Canterburg Road) between Route 640 and Route 735. Mr. William H. Bushman responded to Mr. Bowman to inform him of the project status, description, and anticipated cost. Since Mr. Bushman's response, the Transportation Committee has been asked to consider short term safety improvements along this section of road until actual construction begins. JAMES L. The land for these improvements was secured by VDOT early in 1989. As I am sure you are aware, this part of 636 is hilly and has a number of very dangerous curves on it, and a school bus route. The reason for my concern is that my only daughter Beverley B. Shoemaker and her school age child lives and owns a large tract of land about midway on this route. I would be most appreciative if this improvement could be expedited as I am quite concerned about the saftey of the school children on this very dangerous road. Watkins, Jr. ITEM #2 - FREDERICK COUNTY FUNCTIONAL CLASSIFICATION PLAN The Federal Highway Administration (FHWA) has directed the Virginia Department of Transportation (VDOT) to update the functional classification for urban and rural routes throughout the state. This proposed reclassification is in conjunction with the Intermodal Surface Transportation Efficiency ACT (ISTEA). ISTEA has authorized the development of a National Highway System (NHS). The purpose of the NHS is to provide an interconnected system of principal arterial routes which will serve major population centers. The 1992 Frederick County Comprehensive Plan specifies functional classifications for all Major Arterial, Minor Arterial, Major Collector, and Minor Collector roads within the county. The revised functional classification plan proposed by VDOT differs from the existing plan as follows: ROUTE FREDERICK COUNTY PLAN 11N (Major Arterial) 11S (Major Arterial) 50E (Major Arterial) 50W (Major Arterial) 127 (Minor Arterial) 522S (Major Arterial) PROPOSED VDOT PLAN (Major Collector) (Major Collector) (Minor Arterial) (Minor Arterial) (Major Collector) (Minor Arterial) The Transportation Committee will review the proposed functional classification plan and discuss any item of concern. Staff will present a map that depicts the VDOT reclassification proposal during this meeting. Box 601 Winchester, Virginia 22601 Dear Mr. Riley: The Intermodal Surface Transportation Efficiency Act of 1991, authorized the development of a National Highway System (NHS) to "...provide an interconnected system of principal arterial routes which will serve major population centers, international border crossings, ports, airports, public transportation facilities, and other intermodal transportation facilities and other major travel destinations; meet national defense requirements; and serve interstate and interregional travel." Due to the significance of the NIHS, :ae believe it is critically important to have the involvement of federal, State, regional, and local planning officials in its development. The proposed NHS needs to be submitted to the Federal Highway Administration by April 30, 1993. Please find attached a statewide map, any specialty maps applicable to you and a table describing the preliminary National Highway System as identified by the Department of Transportation. Please review the attached material and submit any comments you may have as soon as possible, but no later than February 26, 1993, to: Richard C. Broad Street Richmond, VA 23219 The NHS mileage target established by the Federal Highway Administration (FHWA) for Virginia is 2,967 miles consisting of 2,076 rural miles and 891 urban miles. The targets are recognized by FHrriA to provide a starting point December 28, 1992 Page 2 for developing the proposed NHS. FHWA anticipates that some states will propose a system that is larger than the target; however, the mileage for additional routes should not exceed 15 percent of the total mileage target for the state. In order to provide flexibility in developing the proposed NHS, the states are also permitted to transfer up to 15 percent between the rural and urban mileage targets. As you can see, we propose to exceed the target mileage by 14.7 percent and transfer appr3ximately 9.3 percent from the rural to the urban system. As indicated on the mans, certain facilities are required to be included in the final NHS. Those required components consist of interstate routes, congressional high priority routes, strategic highway network (STRAHNET) routes, and major STF-.HNET connector routes. All other proposed routes are functionally classified as principal arterials or provide access to intermodal transportation facilities. If you should have any questions, please call Mr. W. R.
