Wyatt, Planner II RE: August Meeting and Agenda DATE: July 28, 1993 There will be a meeting of the Transportation Committee at 7:30 p.m. on Monday, August 2, 1993, in the conference room of the Old Frederick County Court House, 9 Court Square, Winchester, Virginia. The Transportation Committee will discuss the following items: AGENDA 1. Request of Mrs. Glenda Madigan to discuss safety improvements to the intersection of Double Church Road (Rt. 641) and Grim Road (Rt. 640). 2. Request of Mr. Patrick McTiernan to discuss safety improvements along Woods Mill Road (Rt. 660). 3. Other. 9 North Loudoun Street P.O. Box 601 Winchester, VA 22601 Winchester, VA 22604 ITEM #1 Safety Improvements To The Double Church Road/Grim Road Intersection Area Staff met with Mrs. Glenda Madigan to discuss safety concerns in the above referenced area. Mrs. Madigan has met with many citizens in this area that share the same concerns. Mrs. Madigan has requested the opportunity to address the Transportation Committee this month. She would like to present a petition signed by citizens within this area and receive Committee input as to how this situation can be improved. Included with this agenda item is a letter to Bill Bushman, dated July 21, 1993. This letter describes the problems at this intersection area. Staff will provide photographs of this area that were taken during the meeting with Mrs. Madigan. This will provide Committee members with an opportunity to view the existing conditions in this area. Staff asks that the Committee discuss this item and provide a recommendation. Box 278 Edinburg, VA 22824-0278 RE: Improved Safety Conditions On Double Church Road (Route 641) Dear Bill: The purpose of this letter is to convey our concern regarding a segment of Double Church Road (Route 641). This segment is immediately south of the intersection of Double Church Road and Grim Road (Route 640). There is a serious visibility problem in this area due to the design of the road. The road continues uphill to this intersection and then drops off significantly. This poor design, compounded with the speed limit on Double Church Road, creates an unsafe situation. I had an opportunity to meet with Mrs. Glenda Madigan on July 6, 1993. Mrs. Madigan is a resident of this area and has asked that Frederick County consider improving this segment of Double Church Road. Mrs. Madigan told me that she and her family have assisted accident victims at this intersection on many occasions. This is not surprising based on my observations of this area. It was very difficult to see dump trucks traveling in the north bound lane towards Neffs Excavating, and impossible to see automobiles. I discussed this situation with Don Taylor. Mr. Taylor would like this issue to be discussed at the August 2, 1993 meeting of the Frederick County Transportation Committee. Hopefully, a solution to this situation can be determined. Mr. McTiernan is specifically concerned with decreased visibility along the segment of Woodsmill Road from Berryville Pike (Route 7) and Red Bud Road (Route 661). Staff informed Mr. McTiernan that Woodsmill Road is currently included in the County Six Year Secondary Road Improvement Plan, but that it was an unscheduled improvement at this time. Mr. McTiernan has asked that the Committee consider interim improvements until this project can be completed by the state. Staff will provide the Committee with photographs of this area during the meeting.
