Included in your agenda is the 1992 - 1993 Secondary Road Improvement Plan and a letter from Mr. Jim Walters, regarding hard surface improvements to Route 636 between Route 709 and Route 735. Committee members will discuss all items included in this plan and make a recommendation that will be passed on to the Planning Commission and Board of Supervisors. This will be the only public meeting held by this committee, and will be the first of three (3) public meetings regarding this plan. 2) Other. BUSHMAN RESIDENT ENGINEER TELE(703)984-4133 FAX(703)984-9761 Ref.: Highway Helpline Inquiry Route 636 Frederick County I am writing in further response to your Highway Helpline Inquiry of August 6, 1992 and our telephone conversation of August 10, 1992. As I discussed with you on the telephone, the section of road you live on and are interested in having hardsurfaced is currently priority number eighteen (18) in the Frederick County list of new hardsurfaced road projects. The other section of Route 636 your referred to in your telephone call is currently priority number four (4). Without recounting all of our discussion regarding the in and outs and chronology of events, suffice it to say, there is a process and, in the case of Frederick County, it is an annual process whereby the Six -Year Plan of Road Improvements is revised. During that revision process public involvement is a vital element. There will probably be two (2) hearings regarding road improvements on the secondary system. In early fall the Transportation Committee will solicit input from the public. Later in the fall the Board of Supervisors will hold the official Public Hearing for the plan. I would suggest you contact the County Planning Office to make sure you are aware of the dates involved for both hearings. By copy of this to Mr. Evan Wyatt of the Frederick County Planning Office, I am apprising him of your concern. You and your neighbors who are wanting to have this section of Route 636 placed at a higher priority should make your desires known through this public involvement process. You should be aware however, the traffic count must be fifty (50) or more in order for a road to be considered for new hardsurface construction. According to the 1991 Traffic Count, your segment of Route 636 carried 49 vehicles per day. Another count will be taken in 1993. If you notice any impropriety about the counting mechanisms, please contact my office as soon as possible. BUSHMAN RESIDENT ENGINEER TELE (703) 984-4133 FAX(703)984-9761 Ref.: Route 735 & I-81 Frederick County The request for an additional interchange on the Interstate System is not a simple matter to answer directly. The concerns you expressed are very real. However, the Department is not in a position to address them readily. The article in the newspaper you referred to in your letter may have also indicated there is a moratorium, of sorts, imposed by the Commonwealth Transportation Board on additional interchange requests on Interstate 81 in Virginia. I will, however, provide a copy of your letter to the Transportation Planning Division in Richmond. They are coordinating the Winchester Area Transportation Study which has sought to address the problem of congestion at the Route 277/Interstate 81 Interchange. I would recommend you stay apprised of the progress of the study. There will be a public hearing for receiving public comment. If you have any questions about this, please let me know. Box 278 Edinburg, Virginia 22824 Dear Mr. Bushman: As a resident of the Salem Church Road (Route #735) area, I travel I-81 to Winchester to work every day and I am wondering if the possibility of an exit on Route 735 is being considered. I am sure I am only one of many who takes Route 11 to Stephens City and then travel I-81 to Winchester and reverses this route in the evenings. The article in last week's paper spoke of the congestion at the intersection of I-81 and Route 277. I have sat in traffic every day because of this congestion and I realize when the new Sherando High School opens off Route 277 in 193, this situation will become worse. It seems logical with the Community College on Rt. 11 south of Stephens City, another exit between Stephens City and Middletown might relieve some of the problem. An exit at Route 735 would be extremely beneficial, considering the growth from Stephens City seems to be heading south towards Salem Church Road which connects with Double Church Road, which is also an access to the new high school.
