There will be a meeting of the Transportation Committee at 7:30 p.m. on Monday, May 4,
1992, in the Conference Room of the Old Frederick County Court House, 9 Court Square,
Winchester, Virginia. The Transportation Committee will discuss the following items:

Winchester Area Transportation Study.
2. Discussion of the installation of a traffic signal at the intersection of Route 277 and

The Transportation Committee has been asked to review the three Interstate 81
interchange proposals from the Winchester Area Transportation Study and provide
recommendations for improving each of the interchanges at this meeting. The
memorandum from Robert Watkins, Director of Planning, dated March 27, has been
included so that you may review the interchanges in question before the meeting.
2. Staff reviewed the proffers for the traffic signal at the intersection of Route 277 and
Warrior Road. Below is an excerpt from that proffer concerning the traffic signal.
Capitol Properties
Proffer states that applicant shall dedicate necessary right-of-way for right and
left turn lanes and bond for construction of said right and left turn lanes for each
access point, in accordance with VDOT standards, at site plan approval. All
work required for up to three adequate road connections, including improvements
within the VDOT right-of-way of Route 277, shall be constructed or funded by
applicant less and except a traffic light system which, if necessary, shall be
provided by others.

Subject: Report on Winchester Area Transportation Study
Date: March 27, 1992
The Winchester Area Transportation Study being carried out by VDOT
and DeLeuw Cather & Co. has reached a critical point and additional
information is now available as follows:
Short Range Plan
The study has determined which portions of major roads are
currently deficient in terms of geometry, safety and traffic. The
attached figures 1-1 and 1-2 describe these deficiencies.
Based on this determination various short term solutions have been
proposed. The attached figures 2-1 and 2-2 describe various short
range improvements that are proposed to address the existing
deficiencies. These improvements include only projects that will
either cost $200,000 or. less or projects that are currently
programmed by VDOT in their Six Year Improvement Programs.
These improvements include:
The currently programmed improvements to Cedar Creek Grade,
Route 522 south, Greenwood Road and Route 647.
New traffic signals on Pleasant Valley Avenue and on Cedar
Creek Grade at Route 37.
A variety of other improvements including bridge and rail
crossing improvements, geometric improvements, turn lanes,
sign and signal improvements, parking restrictions and other
improvements.

Corridor Studies
The Study has taken a special look at several Interstate
Interchange areas in order to address current deficiencies in those
areas. Diagrams are attached and the areas addressed are as
follows:
Interstate 81/Route 37/Route 11/Route 642
The WATS recommendations were implemented with the new traffic
signals at this location.
Interstate 81/route 17-50/Route 522
A traffic and safety deficiency was identified on the interstate on
the southbound lane under the Route 50 bridge, involving the
weaving or lane changing movement. The proposal is to remove the
northwestern loop ramp. Southbound turns onto the Interstate from
Route 50 would be via a signalized left turn on Route 50. The
deceleration lane for the southbound off ramp to eastbound Route 50
would be extended. This would eliminate the conflicts between the
loop ramps on the southbound lane of Interstate 81.
Interstate 81 Route 11 Route 37 North
The level of service on Route 11 in this area was determined to be
inadequate and deficiencies were found at the various unsignalized
intersections. In terms of improvements, an additional lane in
each direction is proposed on Route 11 from I-81 to Route 37. A
new ramp from Route 37 is proposed to allow eastbound traffic to
turn southbound on Route 11 in order to help eliminate U-turns.
Intersections on Route 11 between Interstate 81 and Route 37 are
proposed to be eliminated and replaced by a relocated Route 661.
There would be one signalized intersection. Route 661 would
connect at Route 11 with the road into Amoco Foam Products. Access
to all businesses would be made via this intersection. The
intersections of the southbound ramps on Interstate 81 and Route 11
would be signalized.
Interstate 81/Route 277/Route 11/Route 647
Analysis shows an inadequate level of service on Route 277 in this
area due to the close proximity of the signals. In terms of
improvements, an additional bridge is proposed over Interstate 81
which would extend from Route 647 west to Stephens City. This
would relieve traffic at the intersection of Route 277 and Route 11
in Stephens City. From Route 247 to this new bridge road, Route
647 would be one way north. The existing northbound ramp onto the
Interstate would be replaced by a ramp which would run from the
bridge road to the north. The northbound off ramp from the
Interstate would be aligned across Route 277 with the one-way north
Route 647. Route 1012 would be relocated to the east. The new
bridge crossing would be connected to Route 277 on the west side of
the Interstate with a one-way south road.

Long Range Planning
Extensive local traffic data has been used to develop a model that
predicts traffic on major local roads through the year 2015. This
model has been calibrated to accurately reflect current conditions.
The model uses projections of land use prepared by City and County
staff.
The model has been used to predict what traffic deficiencies will
occur if only the improvements currently programmed by VDOT in the
six year plan are carried out. Maps of these deficiencies are
attached.
Various roads are either currently deficient or projected to be
deficient by 2015, including: Route 277, Route 647, Route 642,
Route 11 South, Papermill Road, Cedar Creek Grade, Senseny Road,
Greenwood Road, and Route 7. Interstate 81 between Route 50 and
Route 11 is projected to be deficient. This deficiency on the
Interstate will be due to locally generated traffic.
The last step in the study will be to use the model to test various
alternative scenarios for road improvements to correct or avoid
deficiencies. VDOT is first proposing to test the three candidate
alternatives for the eastern extension of Route 37. This test will
determine the impact of Route 37 extension on projected
deficiencies. It will also be used to determine which of the three
alternatives has the most beneficial impact on traffic.
Next VDOT proposes to test an additional set of alternatives needed
to avoid deficiencies. This first set will be developed by VDOT,
tested and the results will be brought to the local governments to
determine if better alternatives can be developed. The study will
continue to test alternatives until agreement is reached on which
alternatives best solve the projected deficiencies. This final set
of alternatives will become the long range major road improvement
plan for the area.

Local Actions Needed
The County and City need to take the following steps in response to
the preliminary Winchester Area Transportation Study results.
The County, City, and Town of Stephens City need to give a
response to VDOT concerning the proposed interchange/ corridor
improvements by May 15.
The County, City and Town of Stephens City need to be prepared
to respond to the results of the alternatives testing of
proposed long range improvements.
