Mr. George Pierce, Transportation Planner from the Virginia Department of
Transportation, will be present at tonight's meeting to familiarize the committee with
the Winchester Area Transportation Study (WATS). This study employs land use as
a means of determining traffic generations for a given area. This study also utilizes
a computer model to provide users with future traffic generation projections. Staff
asks that the Transportation Committee review the results of the interchange study
portion of the WATS report, examine the existing road deficiencies, and review the
proposed short-term solutions. No committee action is necessary at this time. This
item will be reviewed by the Transportation Committee at future meetings.
2) Staff will review the proposed 1992 primary road plan with the Transportation
Committee. This plan will be presented to the Planning Commission on March 18,
1992 and the Board of Supervisors on March 25, 1992. The Preallocation Meeting
will be held at the Virginia Department of Transportation's Staunton office on March
30, 1992. Staff asks that the Transportation Committee recommend approval of the
proposed Primary Road Improvement Plan, or approval with any modifications that
the committee deems appropriate. Staff would encourage all Transportation
Committee members to attend this meeting.
3) The final item in your agenda package regards future improvements to U.S. Route
522, south of Winchester, and Route 642. Enclosed is a letter addressed to Kris
Tierney from Charles E. Maddox of G.W. Clifford & Associates. After reviewing the
construction drawings showing the four -lanes proposed for U.S. Route 522, Mr.
Maddox discovered that there is a vertical misalignment that will make it difficult to
construct a crossover for Route 642. Mr. Maddox would like to address the
Transportation Committee during the regular April meeting. At that time,
committee members will be provided with maps of the specific area.
