There will be a meeting of the Transportation Committee at 7:30 p.m. on Monday, February
3, 1992 in the Conference Room of the Old Frederick County Court House, 9 Court Square,
Winchester, Virginia. The Transportation Committee will discuss the following items:
AGENDA
1. Request of Mr. George L. Romine, Shawnee District Planning Commissioner, to
discuss existing traffic conditions along the Interstate 81/Route 37/Route 11
North/Route 661 Corridor and the Route 751/704 intersection.
2. Committee discussion regarding the current status of the relocation of a section of
Route 728 (Victory Road).
3. Other.
All agenda materials are included in this package. Enclosed is a memorandum to the
Transportation Committee from Shawnee District Supervisor W. Harrington Smith, Jr.,
regarding the withdrawal of a request to relocate the weigh scales located along Interstate
81.

Mr. George L. Romine has requested that the Transportation Committee provide
time at their next meeting to allow for discussion of various road segments within the
county. The road sections of particular concern to Mr. Romine regard those that
accommodate tractor -trailer traffic usage in relation to industrial and extractive land
use. Mr. Romine meets with the land owners periodically to hear their concerns.
He will brief the committee about those concerns, as well as discuss future
improvements to these areas. Enclosed in your agenda package are two (2) sketches
of the I -81/37/11N/661 area. The first sketch depicts a proposal to improve the
existing area around Crown, Cork & Seal. The second sketch depicts a proposal to
improve the road network around Ronnie's Garage. Mr. Romine is interested in
receiving committee input regarding this item.
2. Frances Stanley of the Frederick County Planning Department will be present at
tonight's meeting to brief the Transportation Committee on the proposed relocation
of Route 728 (Victory Road). Staff accompanied Mr. Kenneth Wiegand, Executive
Director of the Winchester Regional Airport, to a meeting with representatives of
the FAA. The purpose of this meeting was to discuss the scope of the project,
address potential concerns, and complete all necessary paperwork to apply for FAA
funding. This item has already been endorsed by the Transportation Committee and
the Board of Supervisors; therefore, no action is required by the committee.
3. Other - Enclosed is a memorandum from W. Harrington Smith, Jr., Shawnee District
Supervisor, regarding the truck weigh scales located just north of Middletown. The
Transportation Committee made a motion to bring this item back to the next regular
meeting. Supervisor Smith feels that the present location of the scales is adequate,
provided that monitoring cells are installed on Route 522 South and I-66. Supervisor
Smith believes that this is necessary to monitor tractor -trailer traffic that could
potentially avoid the weigh scales using these routes. 'Be Transportation Committee
should consider endorsing a request to have VDOT install load monitoring cells at
strategic points on Route 522 South and I-66.

I would like to thank the Transportation Committee and representatives from the Virginia
Department of Transportation for allowing me the opportunity to discuss my concerns
related to the truck weigh scales located north of Middletown on Interstate 81.
Based on our discussion, I feel that it would be appropriate to leave the weigh scales in their
present location provided that improvements are made to other road segments. In
particular, I feel it is necessary to have VDOT install weight monitoring cells in strategic
areas along 522 South and Interstate 66. This will allow VDOT to monitor truckers that
attempt to bypass the existing weigh scales on 1-81 and take appropriate measures such as
temporary weigh scales to remedy this practice.
I strongly believe that the installation of weight monitoring cells would be of benefit to all
involved. The weigh scales could be left intact which would alleviate any truck traffic using
Middletown to avoid the scales, and VDOT would have a means for determining the
patterns truckers are using to avoid being weighed.
I ask that the Transportation Committee endorse the request for the installation of weight
monitoring cells at your next meeting. If funding is available, these could be installed while
improvements are being made to the weigh scales.
