There will be a meeting of the Transportation Committee at 7:30
p.m. on Monday, June 3, 1991 in the Board Room of the Old County
Court House, 9 Court Square, Winchester, Virginia. Included in the
agenda package is a report from the Virginia Department of
Transportation's Staunton District Office listing the delay of the
522 South Primary Road Improvement Projects.

AGENDA
1. Request from the Winchester Regional Airport Authority to
relocate a section of Route 728 (Victory Lane).
2. Request from Mr. Charles B. Richardson to install two traffic
counters along Route 628 (Middle Road) and one traffic counter
along Route 621.
3. Request from Mr. Richard B. Taylor to improve the bridge
crossing Opequon Creek on Route 655 (Sulphur Springs Road).

The first item in your agenda package is a letter and map from
Mr. Kenneth F. Wiegand, Executive Director of the Winchester
Regional Airport. Mr. Wiegand will be present at this meeting
to discuss ideas related to the relocation of a section of
Route 728 (Victory Lane). In particular, the Airport
Authority is interested in relocating the portion of this road
that abuts their property line (see map) to increase their
runway extension safety area. Staff recommendations are to
consider other alternatives that would lessen the curve
proposed on Route 728, as well as insure that the intersection
alignment on Route 645 is adequate.
2. The second item in your agenda package regards a request from
Mr. Charles B. Richardson to install traffic counters along
Route 628 (Middle Road) and Route 621. Mr. Richardson Is
request is based on the Transportation Committee's April 1,
1991 meeting, at which the topic of an interchange from Route
37 to Route 628 was discussed. Mr. Richardson believes that
a traffic count designed in a similar fashion to the one he
provided (see map) will indicate how much traffic is utilizing
Route 621 to access Route 37 from Middle Road.
3. The last item in your agenda package regards a request from
Mr. Richard B. Taylor to improve the bridge on Route 655
(Sulphur Springs Road) that crosses the Opequon Creek.
Included are letters from Mr. Taylor and Mr. A.R. Dunning,
Jr., Supervisor for Clarke County. Mr. Taylor has been
corresponding with Mr. Dunning in an attempt to determine who
would be the responsible party to improve this bridge, and
what process is involved.
