The HRAB reviewed information from the Virginia Department of Historic Resources (VDHR) and information provided by the Applicant. This application seeks to construct a utility scale solar project located on two parcels of land that total 236 acres. The project will consist of rows of ground-mounted photovoltaic modules, commonly known as solar panels. The site is located at 806 Hollow Road in Gore, in the Back Creek Magisterial District and identified by Property Identification Numbers (PINs): 27-A-11 and 27-A-12. Historic Resources Advisory Board Comments: The HRAB discussed the site and the potential visual impact the project would have on surrounding historic resources. The project is adjacent to Sunrise (DHR #034-0486) which is listed on both the State and National Register of Historic Places. The site also has extensive frontage on Hollow Road which is listed as eligible for the historic register. There are also a number of identified historic sites within the vicinity which have not been evaluated and therefore their historic significance is unknown. The HRAB noted that there is a historic farm complex located on the site that had not been identified by the applicant; the site consists of a vacant dwelling and barn which were pictured in the Environmental Report. The HRAB stated that most likely this is a significant historic structure given the location and photographs included in the Environmental Report. It was noted by the Board that this structure has much architectural integrity (pattern of the house, central chimney, collection of structures, 18th century house) and most likely important to the early history of this area. The HRAB noted that this structure needs to be surveyed and preserved (mothballed), not demolished as proposed. The historical significance of Hollow Road which is eligible for the State and Natural Register (also included in a book by 3 Willa Cather) was also discussed. The HRAB expressed concern that a viewshed analysis had not been completed, and therefore the visual impact is unknown. After reviewing the information provided, the Historic Resources Advisory Board (HRAB) recommended approval of the CUP with the following comments: • While a Phase 1 Archeological Survey will be completed as part of the permitting of this project, the investigation into the structures on the subject property need to go further. The survey needs to document the collection of historic structures on and around this development. • A Phase II Survey needs to be conducted for the house/barn and surrounding site area. • All proposed disturbance areas need to be moved away from the house and barn. • The structures on the site need to be retained, stabilized and preserved (mothballed). Meeting was adjourned at 8:00 p.m. 4 Historic Resources Advisory Board Agenda Item Detail Meeting Date: March 16, 2021 Agenda Section: Review of a Conditional Use Permit for Eli Williams - Special Event Facility Title: Review of a Conditional Use Permit for Eli Williams - Special Event Facility Attachments: HRAB03-16-21CUPEliWilliams.pdf 5 Item # 3 Conditional Use Permit for Eli Williams – Special Event Facility The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency comment pertaining to a Conditional Use Permit application for a special events facility located at 1570 Gough Road, Winchester. The subject property is 107 acres in size, and the special events would be conducted within the existing barn or outdoors. The subject site contains the Edward J. Snapp House (DHR #34-1393), which is identified as potentially significant by the Rural Landmarks Survey Report for Frederick County Virginia. The dwelling on site was constructed circa 1920 and is currently being renovated by the applicant as depicted in the attached photographs. Southwest and adjacent to the subject property is the Fawcett House/Overhill Farm (circa 1950) and the Ireson Springs Farm Historic District which contains three homesteads, the ruins of two former homesteads, and a quaker graveyard. The mapped sites identified by The Virginia Department of Historic Resources are: • 034-1393 – Edward J. Snapp House – onsite, potentially significant • 034-0117 – Fawcett House (Overhill Farm) - potentially significant • 034-5159 – Ireson Springs Farm Historic District - Eligible • 034-1392 – Snapp, Tilden, House • 034-1394 – Snapp-Leonard House Special event facilities were added to the Zoning Ordinance in 2017. Per the ordinance, a special event facility is defined as: SPECIAL EVENT FACILITY - A facility or site utilized for events that are typically conducted on a single day, but which may be conducted for up to three (3) consecutive days, for which attendance is permitted only by invitation or reservation; special events include, but are not limited to, meetings, conferences, banquets, dinners, weddings and private parties. Specific requirements also apply to this use (supplementary use regulations): Special events facilities where allowed in the RA (Rural Areas) District, shall be subject to the following requirements: A. An illustrative sketch plan in accordance with the requirements of Article VIII shall be submitted with the Conditional Use Permit application. This plan shall identify access for the facility, the location of all parking areas, the location and square footage for all structure(s) to be used, and the location of sewage disposal facilities. B. All structures associated with a special events facility shall require a building permit. C. All parking spaces and travel aisles shall be graveled. The Board of Supervisors may require through the Conditional Use Permit process that all travel aisles and/or parking spaces be paved with a minimum double prime and seal or alternative dust free surface. 6 D. Portable toilets shall be permitted for special event facilities, provided that they are screened from all adjoining properties and roads by topography, structures or new or existing landscaping. E. Special events facilities that share a private access easement with another property owner/s, must show the easement allows a use of this type or written permission must be obtained by the sharing parties.
