The Frederick County Historic Resources Advisory Board (HRAB) will be meeting on Tuesday,
September 17, 2019, at 6:00 p.m., in the Board of Supervisors Executive Session Room* in the
Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. The HRAB
will discuss the following items:
AGENDA
1. HRAB Business – Election of Chairman and Vice Chairman
2. Minutes – August 2018
3. Review of a Conditional Use Permit for commercial outdoor shooting range located at
6519 Valley Pike, Middletown.

*PLEASE NOTE MEETING LOCATION
Access to this building is limited during the evening hours. Therefore, it will be necessary to
enter the building through the rear door of the Board Room. I would encourage Committee
members to park in the County parking lot located behind the new addition (accessible off of
Cameron Street).

Item 2: Review of the Conditional Use Permit –Special Event Center for 233 Burnt Factory Road,
Stephenson; PIN# 55-A-152
The Frederick County Historic Resources Advisory Board (HRAB) considered the above-referenced Conditional
Use Permit application during their meeting on August 21, 2018. The HRAB reviewed information associated
with the Rural Landmarks Survey, information from the Virginia Department of Historic Resources (VDHR) and
information provided by the Applicant. This application seeks to operate an event center at 233 Burnt Factory
Road, Stephenson. This property is within the Stonewall Magisterial District. This CUP seeks to operate a special
events facility on the property.
The Study of Civil War Sites in the Shenandoah Valley, published by the National Park Service, does not identify
the site or the surrounding areas as being part of a core battlefield. The Virginia Department of Historic Resources
identifies one mapped property located on the subject property DHR #034-0704 - Smith Farm/Brumley House.
Historic Resources Advisory Board Comments:
After reviewing this information and the Applicant’s materials and proposals, the Historic Resources Advisory
Board (HRAB) recommended approval of the Conditional Use Permit as presented. The HRAB further encouraged
the Applicant to have the property documented to see if it’s eligible for the Virginia Landmarks Register or the
National Register of Historic Places.
Meeting was adjourned at 7:00 p.m.

Conditional Use Permit Application – Commercial Outdoor Shooting Range
The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency
comment pertaining to a Conditional Use Permit application for a commercial outdoor shooting
range located at 6519 Valley Pike in Middletown.
The Study of Civil War Sites in the Shenandoah Valley published by the National Park Service
Study of Civil War Sites in the Shenandoah Valley does not identify any battlefields within this
area.
The Virginia Department of Historic Resources identifies three mapped sites within the
immediate area of the subject site; one is onsite:
• 034-0075 – Stickley House – onsite (potentially significant)
• 034-0260 – Vaucluse – 6470 Valley Pike (potentially significant)
• 034-0261 – House, 6579 Valley Pike
• 034-0080 – Indian Spring (potentially significant)

The Applicant will be available at the HRAB meeting to provide additional information on the
proposed Conditional Use Permit. Staff will be seeking comments from the HRAB on the historical
elements possibly impacted by proposed use. The comments will be included in the Conditional
Use Permit application package.
