Item 3: Review of the Shentel Commercial Telecommunications Facility Conditional Use
Permit (proposed tower located at 219 Round Hill Road).
The Frederick County Historic Resources Advisory Board (HRAB) considered the above -referenced
Facility Conditional Use Permit application for a 138’ Shentel Commercial Telecommunications
Facility. The HRAB reviewed information associated with the Rural Landmarks Survey, information
from the Virginia Department of Historic Resources (VDHR) and information provided by the
Applicant. The proposal seeks to construct a 138-foot commercial telecommunications tower with
accessory equipment building on a property located at 219 Round Hill Road, Winchester in the
Gainesboro Magisterial District.
The Study of Civil War Sites in the Shenandoah Valley published by National Park Service Study of Civil
War Sites in the Shenandoah Valley does not identify a core battlefield within this area. The property
is located within the study area of the Second Battle of Winchester.
The Rural Landmarks Survey Report for Frederick County Virginia identifies two mapped properties
within a one-mile radius of the subject site:
• Walnut Grove (#34-0098) – potentially significant
• Stoney Acres (#34-0088) – potentially significant
Historic Resources Advisory Board Comments:
After reviewing this information and the Applicant’s materials and proposals, the Historic Resources
Advisory Board (HRAB) recommended approval of the Conditional Use Permit as presented.
Item 4: Review of a Conditional Use Permit for a Special Events Facility located at 1211
Marlboro Road, Stephens City.
The Frederick County Historic Resources Advisory Board (HRAB) considered the above referenced
Conditional Use Permit application during their meeting on January 16, 2018. The HRAB reviewed
information associated with the Rural Landmarks Survey, information from the Virginia Department of
Historic Resources (VDHR) and information provided by the Applicant. This application seeks to operate
an event center at 1211 Marlboro Road, Stephens City. This property is within the Back Creek Magisterial
District.
Historic Resources Advisory Board Comments:
The Study of Civil War Sites in the Shenandoah Valley, published by the National Park Service, does not
identify the proposed site or the surrounding are as as being part of a battlefield. The Rural Landmarks
Survey Report for Frederick County, Virginia, identifies three structures located within the vicinity of the
proposed Conditional Use Permit, one of those (Waveland) is located on the subject property.
After reviewing this information and the Applicant’s materials and proposals, the Historic Resources
Advisory Board (HRAB) recommended approval of the Conditional Use Permit as presented.
