The Frederick County Historic Resources Advisory Board (HRAB) will be meeting on Tuesday,
January 16, 2018, at 6:00 p.m., in the Board of Supervisors Executive Session Room* in the
Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. The HRAB
will discuss the following items:
AGENDA
1. HRAB Business – Election of Chairman and Vice Chairman
2. Minutes – August 2017
3. Review of the Shentel Commercial Telecommunications Facility Conditional Use Permit
(proposed tower located at 219 Round Hill Road).
4. Review of a Conditional Use Permit for a Special Events Facility located at 1211
Marlboro Road, Stephens City.

Access to this building is limited during the evening hours. Therefore, it will be necessary to
enter the building through the rear door of the Board Room. I would encourage Committee
Members to park in the County parking lot located behind the new addition (accessible off of
Cameron Street).

The Historic Resources Advisory Board is composed of eight members appointed by the Board of
Supervisors. The Board provides information on historic resources to the Board of Supervisors and
Planning Commission, along with recommendations on general historic resource policy in Frederick
County. This Board meets on the third Tuesday of each month at 6:00 p.m.

Item 3: Review of the Carbaugh Business Center Rezoning Application
The Frederick County Historic Resources Advisory Board (HRAB) considered the above-referenced
Rezoning application during their meeting on August 15, 2017. The HRAB reviewed information from the
Virginia Department of Historic Resources (VDHR), the Study of Civil War Sites in the Shenandoah Valley
Maps and information provided by the Applicant. This site is identified by Property Identification
Numbers 74-A-68 and 74-A-69, in the Back Creek Magisterial District. The Carbaugh rezoning seeks to
rezone 107.21 acres from the RA (Rural Areas) District to the M1 (Light Industrial) District with proffers.
The Study of Civil War Sites in the Shenandoah Valley published by National Park Service Study of Civil
War Sites in the Shenandoah Valley does not identify a core battlefield on the site; however it is located
within close proximity to the Kernstown Battlefield. The Virginia Department of Historic Resources
identifies seven mapped properties within the immediate area of the subject property, one of which is
located on site.
Historic Resources Advisory Board Comments:
After reviewing this information and the Applicant’s materials and proposals, the Historic Resources
Advisory Board (HRAB) recommended approval of the Rezoning with the condition that the
Applicant perform an intensive level survey on the historic structure located on-site (Henry
Carbaugh House - #34-1040) prior to its demolition.
Meeting was adjourned at 6:45 p.m.

Shentel Commercial Telecommunications Facility Conditional Use Permit
The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency
comment pertaining to the Verizon Commercial Telecommunications Facility Conditional Use
Permit application. This application seeks to construct a 140-foot-tall monopole
telecommunications tower with an accessory equipment building. The property is located at 219
Round Hill Road, Winchester.
The Study of Civil War Sites in the Shenandoah Valley published by National Park Service Study
of Civil War Sites in the Shenandoah Valley does not identify a core battlefield within this area.
The property is located within the study area of the Second Battle of Winchester.
The Rural Landmarks Survey Report for Frederick County Virginia identifies three mapped
properties and one mapped battlefield boundary within a one-mile radius of the subject site:
• Walnut Grove (#34-0098) – potentially significant
• Linden (#34-0346)
• Stoney Acres (#34-0088) – potentially significant

Representatives of the Applicant will be available at the HRAB meeting to provide additional

Conditional Use Permit Application –Special Events Facility
The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency
comment pertaining to a Conditional Use Permit application for a special events facility located
at 1211 Marlboro Road, Stephens City. The subject site is a historic property called Waveland
Farm (DHR#34-141). The Rural Landmarks Survey Report for Frederick County Virginia identifies
this property as potentially significant. The proposed special events facility use would be
conducted within an existing barn and would include areas for outdoor activities.
Special event facilities is a new use that was added to the Zoning Ordinance in 2017. Per the
ordinance, a special event facility is:
SPECIAL EVENT FACILITY - A facility or site utilized for events that are typically conducted on a
single day, but which may be conducted for up to three (3) consecutive days, for which
attendance is permitted only by invitation or reservation; special events include, but are not
limited to, meetings, conferences, banquets, dinners, weddings and private parties.
Specific requirements also apply to this use (supplementary use regulations):
Special events facilities where allowed in the RA (Rural Areas) District, shall be subject to the
following requirements:
A. An illustrative sketch plan in accordance with the requirements of Article VIII shall be
submitted with the Conditional Use Permit application. This plan shall identify: access
for the facility, the location of all parking areas, the location and square footage for all
structure(s) to be used, and the location of sewage disposal facilities.
B. All structures associated with a special events facility shall require a building permit.
C. All parking spaces and travel aisles shall be graveled. The Board of Supervisors may
require through the Conditional Use Permit process that all travel aisles an d/or parking
spaces be paved with a minimum double prime and seal or alternative dust free surface.
D. Portable toilets shall be permitted for special event facilities, provided that they are
screened from all adjoining properties and roads by topography, structures or new or
existing landscaping.
E. Special events facilities that share a private access easement with another property
owner/s, must show the easement allows a use of this type or written permission must
be obtained by the sharing parties.

of Civil War Sites in the Shenandoah Valley does not identify a core battlefield within this area.
The Virginia Department of Historic Resources identifies three mapped properties within the
immediate area of the subject site:
• Waveland (subject site) - (#34-0141) – potentially significant
• Sleepy Hollow Farm – (#34-1405)
• General Carson House (Historic), Pleasant Green (Current) (#34-0084)– potentially eligible
