HRAB 08-21-18 Meeting MinutesFrederick County Historic Resources Advisory Board (HRAB) August 21, 2018 Board of Supervisors Executive Session Room of the County Administrative Building 107 North Kent Street, Winchester, VA Members Present: Chris Oldham, Robert Meadows, Robbie Molden, Nicholas Powers, Gary Crawford, David O’Neil and Scott Straub Members Absent: Steve Cantu and Carl Rush Staff Present: Candice Perkins and Maral Kalbian Agenda Items: Call to order at 6:00 p.m. Item 1: March 2018 Minutes - approved Item 2: Review of the Conditional Use Permit –Special Event Center for 233 Burnt Factory Road, Stephenson; PIN# 55-A-152 The Frederick County Historic Resources Advisory Board (HRAB) considered the above-referenced Conditional Use Permit application during their meeting on August 21, 2018. The HRAB reviewed information associated with the Rural Landmarks Survey, information from the Virginia Department of Historic Resources (VDHR) and information provided by the Applicant. This application seeks to operate an event center at 233 Burnt Factory Road, Stephenson. This property is within the Stonewall Magisterial District. This CUP seeks to operate a special events facility on the property. The Study of Civil War Sites in the Shenandoah Valley, published by the National Park Service, does not identify the site or the surrounding areas as being part of a core battlefield. The Virginia Department of Historic Resources identifies one mapped property located on the subject property DHR #034-0704 - Smith Farm/Brumley House. Historic Resources Advisory Board Comments: After reviewing this information and the Applicant’s materials and proposals, the Historic Resources Advisory Board (HRAB) recommended approval of the Conditional Use Permit as presented. The HRAB further encouraged the Applicant to have the property documented to see if it’s eligible for the Virginia Landmarks Register or the National Register of Historic Places. Meeting was adjourned at 7:00 p.m.
