The Frederick County Historic Resources Advisory Board (HRAB) will be meeting on Tuesday,
August 21, 2018, at 6:00 p.m., in the Board of Supervisors Executive Session Room* in the
Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. The HRAB
will discuss the following items:

2. Review of a Conditional Use Permit for a special event center (outdoor wedding/event
venue) at 233 Burnt Factory Road, Stephenson.

Access to this building is limited during the evening hours. Therefore, it will be necessary to
enter the building through the rear door of the Board Room. I would encourage Committee
members to park in the County parking lot located behind the new addition (accessible off of
Cameron Street).

Item 1: January 2018 Minutes - approved
Item 2: Review of the Conditional Use Permit – West Oaks Special Event Center
The Frederick County Historic Resources Advisory Board (HRAB) considered the above-referenced Conditional
Use Permit application during their meeting on March 27, 2018. The HRAB reviewed information associated
with the Rural Landmarks Survey, information from the Virginia Department of Historic Resources (VDHR) and
information provided by the Applicant. This application seeks to operate an event center at 4305 Middle Road,
Winchester. This property is within the Back Creek Magisterial District.
The Study of Civil War Sites in the Shenandoah Valley, published by the National Park Service, does not identify
the proposed site or the surrounding areas as being part of a battlefield. The Rural Landmarks Survey Report
for Frederick County, Virginia, identifies two structures located within the vicinity of the proposed Conditional
Use Permit.
Historic Resources Advisory Board Comments:
After reviewing this information and the Applicant’s materials and proposals, the Historic Resources Advisory
Board (HRAB) recommended approval of the Conditional Use Permit as presented.
Item 3: Review of a Rezoning Application for Stonewall IV
The Frederick County Historic Resources Advisory Board (HRAB) considered the above -referenced
rezoning application during their meeting on March 27, 2018. The HRAB reviewed information from
the Virginia Department of Historic Resources (VDHR) and the Cultural Resource Survey and
Assessment of Glengary provided by the Applicant. This site is identified by Property Identification
Numbers 43-A-21, 43-A-21B, 43-19-4 and 43-A-24, in the Stonewall Magisterial District. The
Stonewall IV rezoning seeks to rezone 88.91 acres from the RA (Rural Areas) District to the M1 (Light
Industrial) District with proffers.
Historic Resources Advisory Board Comments:
The Virginia Department of Historic Resources identifies one mapped property located on the subject
property DHR #034-1099 - Glengary. This structure is potentially eligible for the National Register of
Historic Places. After reviewing this information and the Applicant’s materials and proposals, the
Historic Resources Advisory Board (HRAB) recommended approval of the Rezoning with the
following:
• Applicant performs a Historic American Building Survey (HABS) – Standard III for the Glengary
site.
• Institute protocols for the demolishment of Glengary to ensure preservation and/or
documentation of historical features.

Special Event Facility
233 Burnt Factory Road
The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency
comment pertaining to a Conditional Use Permit application for an outdoor special events facility
located at 233 Burnt Factory Road, Stephenson.
Special event facilities were added to the Zoning Ordinance in 2017. Per the ordinance, a special
event facility is:
SPECIAL EVENT FACILITY - A facility or site utilized for events that are typically conducted on a
single day, but which may be conducted for up to three (3) consecutive days, for which
attendance is permitted only by invitation or reservation; special events include, but are not
limited to, meetings, conferences, banquets, dinners, weddings and private parties.
Specific requirements also apply to this use (supplementary use regulations):
Special events facilities where allowed in the RA (Rural Areas) District, shall b e subject to the
following requirements:
A. An illustrative sketch plan in accordance with the requirements of Article VIII shall be
submitted with the Conditional Use Permit application. This plan shall identify: access
for the facility, the location of all parking areas, the location and square footage for all
structure(s) to be used, and the location of sewage disposal facilities.
B. All structures associated with a special events facility shall require a building permit.
C. All parking spaces and travel aisles shall be graveled. The Board of Supervisors may
require through the Conditional Use Permit process that all travel aisles and/or parking
spaces be paved with a minimum double prime and seal or alternative dust free surface.
D. Portable toilets shall be permitted for special event facilities, provided that they are
screened from all adjoining properties and roads by topography, structures or new or
existing landscaping.
E. Special events facilities that share a private access easement with another property
owner/s, must show the easement allows a use of this type or written permission must
be obtained by the sharing parties.
The Study of Civil War Sites in the Shenandoah Valley published by National Park Service Study
of Civil War Sites in the Shenandoah Valley does not identify a core battlefield within this area.
The Virginia Department of Historic Resources identifies four mapped sites within the immediate
area of the subject site; one is onsite:
• 034-0704 – Smith Farm/Brumley House - onsite
• 034-0705 – House Abandoned, Route 659
• 34-5011 – Bridge 6127
• 34-0456 – Opequon Battlefield

The Applicant will be available at the HRAB meeting to provide additional information on the
proposed Conditional Use Permit. Staff will be seeking comments from the HRAB on the historical
elements possibly impacted by the proposed use. The comments will be included in the
Conditional Use Permit application package.
