Perkins, AICP, CZA, Assistant Director RE: June 2017 HRAB Meeting Agenda DATE: June 13, 2017 The Frederick County Historic Resources Advisory Board (HRAB) will be meeting on Tuesday, June 20, 2017, at 6:00 p.m., in the Board of Supervisors Executive Session Room* in the Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. CEP/pd Attachments MEMORANDUM Item # 2 Conditional Use Permit Application –Special Events Facility 283 Barracks Lane, Winchester The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency comment pertaining to a Conditional Use Permit application for a special events facility located at 283 Barracks Lane, Winchester. The property is located off of Round Hill Road, behind the old Round Hill Fire Station. Special event facilities is a new use that was recently added to the Zoning Ordinance. Per the ordinance, a special event facility is: SPECIAL EVENT FACILITY - A facility or site utilized for events that are typically conducted on a single day, but which may be conducted for up to three (3) consecutive days, for which attendance is permitted only by invitation or reservation; special events include, but are not limited to, meetings, conferences, banquets, dinners, weddings and private parties. Specific requirements also apply to this use (supplementary use regulations): Special events facilities where allowed in the RA (Rural Areas) District, shall be subject to the following requirements: A. An illustrative sketch plan in accordance with the requirements of Article VIII shall be submitted with the Conditional Use Permit application. This plan shall identify: access for the facility, the location of all parking areas, the location and square footage for all structure(s) to be used, and the location of sewage disposal facilities. B. All structures associated with a special events facility shall require a building permit. C. All parking spaces and travel aisles shall be graveled. The Board of Supervisors may require through the Conditional Use Permit process that all travel aisles and/or parking spaces be paved with a minimum double prime and seal or alternative dust free surface. D. Portable toilets shall be permitted for special event facilities, provided that they are screened from all adjoining properties and roads by topography, structures or new or existing landscaping. E. Special events facilities that share a private access easement with another property owner/s, must show the easement allows a use of this type or written permission must be obtained by the sharing parties. The proposed special events facility use would be conducted within a proposed new 50’ x 100’ structure with an adjoining 20’ x 30’ bridal suite and a proposed gazebo. Access to the site is proposed via Barracks Lane which connects to Woodchuck Lane (state road); the property also currently has access to Round Hill Road via an easement through the old fire station . Access roads and parking will be gravel and would be shown on an illustrative sketch plan which would be required with the Conditional Use Permit. The Study of Civil War Sites in the Shenandoah Valley published by National Park Service Study of Civil War Sites in the Shenandoah Valley does not identify a cor e battlefield within this area. The property is located near the study area of the Second Battle of Winchester. The Virginia Department of Historic Resources identifies three mapped properties within the immediate area of the subject site and two properties located on the opposite side of Round Hill Road:  Cartmell-John Wesley Larrick House (Historic) / Retirement (Current) - (#34-1098) – adjacent property, potentially eligible for the national register  Round Hill Presbyterian Church (#34-0330)  Lupton, Jonah, House (Historic), Rock Harbor (Current) (#34-0119) – located within the quarry – determined eligible for the national register  Aspen Shade, William Campbell House (34-0085) – determined eligible for the national register (located on the opposite side of Round Hill Road)  Abner Hodgson House (#34-0094) – determined eligible for the national register (located on the opposite side of Round Hill Road) Please find the following attachments for your information:  HRAB & CUP Application  Photographs of the site  DHR Surveys and photographs of the site and surrounding historic properties The Applicant will be available at the HRAB meeting to provide additional information on the proposed Conditional Use Permit.
