Perkins, AICP, CZA, Assistant Director RE: August 15, 2017 HRAB Meeting Agenda DATE: August 3, 2017 The Frederick County Historic Resources Advisory Board (HRAB) will be meeting on Tuesday, August 15, 2017, at 6:00 p.m., in the Board of Supervisors Executive Session Room* in the Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. The HRAB will discuss the following items: AGENDA 1. HRAB Business – Election of Chairman and Vice Chairman 2. Minutes – June 2017 3. Review of a Rezoning Application for Carbaugh Properties. Therefore, it will be necessary to enter the building through the rear door of the Board Room. I would encourage Committee members to park in the County parking lot located behind the new addition (accessible off of Cameron Street). CEP/pd Attachments MEMORANDUM Frederick County Historic Resources Advisory Board (HRAB) June 20, 2017 Board of Supervisors Executive Session Room of the County Administrative Building 107 North Kent Street, Winchester, VA Members Present: Gary Crawford, Elizabeth Fravel, Nicholas Powers, Bill Cline, and Maral Kalbian Members Absent: Denny Perry, Chris Oldham, Robert Meadows, David O'Neil, William Schuller, and Clint Jones Staff Present: Candice Perkins Agenda Items: Call to order at 6:00 p.m. Item 1: Election of Chairman and Vice Chairman – deferred to the next HRAB meeting Item 2: Review of the Conditional Use Permit – Event Center at 283 Barracks Lane; PIN #52-A-261 The Frederick County Historic Resources Advisory Board (HRAB) considered the above referenced Conditional Use Permit application during their meeting on June 20, 2017. The HRAB reviewed information associated with the Rural Landmarks Survey, information from the Virginia Department of Historic Resources (VDHR) and information provided by the Applicant. This application seeks to operate an event center at 283 Barracks Lane, Winchester. This property is within the Gainesboro Magisterial District. Historic Resources Advisory Board Concerns The Study of Civil War Sites in the Shenandoah Valley, published by the National Park Service, does not identify the proposed site or the surrounding areas as being part of a battlefield. The Rural Landmarks Survey Report for Frederick County, Virginia, identifies five historic structures located within the vicinity of the proposed Conditional Use Permit, with the neighboring structure eligible for the National Register of Historic Places. After reviewing this information and the Applicant’s materials and proposals, the Historic Resources Advisory Board (HRAB) recommended approval of the Conditional Use Permit with the condition that the Applicant utilize materials that keep with the rural agricultural nature of the area; specifically wood construction with a standing seam metal roof. Meeting was adjourned at 6:45 p.m. Item # 3 Rezoning Application –Carbaugh Properties The Historic Resources Advisory Board (HRAB) has been asked to provide a comment pertaining to a rezoning application for the Carbaugh Properties. This site is identified by Property Identification Numbers 74-A-68 and 74-A-69, in the Back Creek Magisterial District. The Carbaugh properties contain approximately 107.21 acres, and fronts Shady Elm Road (Route 831); the southeast portion of the site is bounded by the CSX railroad. The rezoning application seeks to rezone the properties to the M1 (Light Industrial) District with proffers. The Study of Civil War Sites in the Shenandoah Valley published by National Park Service Study of Civil War Sites in the Shenandoah Valley does not identify a core battlefield on the site. Per the applicant’s impact statement:  Site DHR #034-0007 – The battle maps for the 1st and 2nd Battles of Kernstown show that troops might have marched across the subject property on their way to the battles, but no fighting is recorded on the property. A copy of the battle maps for each battle has been included. The Virginia Department of Historic Resources identifies seven mapped properties within the immediate area of the subject:  Hockman House/Henry Carbaugh House - (#34-1040) – located on the subject site (DHR 44FK0626 also included).  Charles Metz-Hockman-Brown Farm/Meadow Brook Farm and Orchard – (#34-1038) – located across Shady Elm from the property.  Kitty Hockman House/Hedgebrook – (#34-1041) – located across Shady Elm Road from the property.  House, 551 Shady Elm Road – (#34-1042) – located adjacent to the subject property (on adjacent M1 Zoned land.  Elaine Combs House – (#34-1006) - located near the southeastern portion of the site (Shady Elm Road and the railroad line).  Bartonville Post Office – (#34-1007) - located near the southeastern portion of the site (Shady Elm Road and the railroad line). Appears to have been demolished  Bowers, JS House/Helper, Thomas House – (#34-1008) located near the southeastern portion of the site (across Shady Elm Road and the railroad line). Staff is seeking comments from the HRAB on the histo rical elements possibly impacted by proposed rezoning application.
