Perkins, AICP, CZA, Assistant Director RE: May HRAB Meeting Agenda DATE: May 9, 2016 The Frederick County Historic Resources Advisory Board (HRAB) will be meeting on Tuesday, May 17, 2016, at 6:00 p.m., in the Board of Supervisors Executive Session Room* in the Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. The HRAB will discuss the following items: AGENDA 1. Minutes: October 2015 2. Review of the Verizon Commercial Telecommunications Facility Conditional Use Permit (proposed tower located at 143 Greenwood Road). Therefore, it will be necessary to enter the building through the rear door of the Board Room. CEP/pd Attachments MEMORANDUM Frederick County Historic Resources Advisory Board (HRAB) October 20, 2015 Board of Supervisors Executive Session Room of the County Administrative Building 107 North Kent Street, Winchester, VA Members Present: Lauren Murphy, Elizabeth Fravel, Chris Oldham, Gary Crawford, Denny Perry, William Schuller and Chuck Dunlap (PC Liaison) Members Absent: Maral Kalbian, Clint Jones Staff Present: Candice Perkins Agenda Items: Call to order at 6:00 PM. Item 1: September 2015 HRAB Minutes The minutes were approved as presented. Item 2: Review of the Rezoning Application for the 81-West Business Park Property. The Frederick County Historic Resources Advisory Board (HRAB) considered the above referenced rezoning proposal. The HRAB reviewed information associated with Rural Landmarks Survey Report, information from the Virginia Department of Historic Resources and information provided by the applicant’s representative. These properties are identified by Property Identification Numbers 33-(A)-113, 33-(A)-124, and 33-(A)- 114B in the Stonewall Magisterial District. The site is located on the western side of Interstate 81 between Cedar Hill Road (Route 671) to the north and Hopewell Road (Route 672) to the south. The three parcels total 155.488 acres and are currently zoned RA (Rural Areas) and used for agriculture purposes. The rezoning application seeks to rezone 36.676 acres to B2 (General Business) District, 45.453 to the B3 (Industrial Transition) District and 73.360 acres to M -1 (Light Industrial) District. The parcel lies within the Sewer and Water Service Area. The 2030 Frederick County Comprehensive Plan (Northeast Land Use Plan) shows the future use of this area as commercial and industrial. Historic Resources Advisory Board Concerns The Study of Civil War Sites in the Shenandoah Valley published by the National Park Service does not identify the proposed site or the surrounding areas as being part of a battlefield. The Rural Landmarks Survey Report for Frederick County Virginia identifies one mapped historic property (located across Hopewell Road from the subject site) which listed as potentially significant:  Robinson-Cline House (#34-1056). (The Glebe) After reviewing this information and the applicant’s materials, the Historic Resources Advisory Board (HRAB) recommended the rezoning be sent forward to the Planning Commission and Board of Supervisors for review. The HRAB had no recommendations to forward. Item 3: Review and Update of the Historic Resources Chapter for the 2035 Comprehensive Plan. The Frederick County Planning Commission and the Comprehensive Plans and Programs Committee (CPPC) will be undertaking the 5-year review and update of the 2030 Comprehensive Plan over the next 12 months. It is the goal to complete the update by this time next year, spring 2016. As part of this update, the HRAB was requested to review the currently adopted Historic Chapter in the 2030 Comprehensive. HRAB Comments:  Change Indian to prehistory or Native American throughout the text.  Page 1: The HRAB recommend an updated survey for properties 50 years and older, text box on page 1 was missing.  Question on other national historic landmarks – other than Belle Grove  The text shows a number of recommendations – but it appears there are no plans to get these things completed.  The civil war map is off on the numbering.  Land preservation map - add the roadways to the historic map.  Maps – there were questions regarding the map for historic districts – local vs state/national  Spelling on the map for Opequon is wrong. Meeting was adjourned at 7:15 p.m. Item # 2 Verizon Commercial Telecommunications Facility Conditional Use Permit The Historic Resources Advisory Board (HRAB) has been asked to provide a review agency comment pertaining to the Verizon Commercial Telecommunications Facility Conditional Use Permit application. This application seeks to construct a 155-foot monopole telecommunications tower with an accessory equipment building. The property is located at 143 Greenwood Road, Winchester. The Study of Civil War Sites in the Shenandoah Valley published by the National Park Service identifies this property as core battlefield area for the Battle of Third Winchester (Opequon) with lost integrity. The Rural Landmarks Survey Report for Frederick County Virginia identifies one mapped property and two mapped battlefield boundaries within the immediate area of the subject site:  Wood-Sibell House (#34-1065) – potentially significant  Second/Third Battle of Winchester Site (#34-0456 and #34-5023) – eligible for the National Register Please find the following attachments for your information:  HRAB & CUP Application  Photographs of the site/ Photo simulations of the facility  Coverage plots Representatives of the Applicant will be available at the HRAB meeting to provide additional information on the proposed Conditional Use Permit. Staff will be seeking comments from the HRAB on the historical elements possibly impacted by proposed development.
