Perkins, AICP, Senior Planner RE: October 20, 2015 HRAB Meeting Agenda DATE: October 8, 2015 The Frederick County Historic Resources Advisory Board (HRAB) will be meeting on Tuesday, October 20, 2015, at 6:00 p.m., in the Board of Supervisors Executive Session Room* in the Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. The HRAB will discuss the following items: AGENDA 1. September 2015 Meeting Minutes 2. Review of the Rezoning Application for the 81-West Business Park Property. 3. Review and Update of the Historic Resources Chapter for the 2035 Comprehensive Plan. Please contact this office if you will not be able to attend the meeting. Thank you. *PLEASE NOTE MEETING LOCATION Access to this building is limited during the evening hours. Therefore, it will be necessary to enter the building through the rear door of the Board Room. I would encourage Committee members to park in the County parking lot located behind the new addition (accessible off of Cameron Street). Meadows, and Clint Jones Staff Present: Mark Cheran Agenda Items: Call to order at 6:00 PM. Other: The members welcomed new member William Schuller to the committee. Item 1: March 2015 and July 2015 HRAB Minutes The minutes were approved as presented. Item 2: Review of the Rezoning Application for the Woodside Land Company Property. The Frederick County Historic Resources Advisory Board (HRAB) considered the above referenced rezoning proposal. The HRAB reviewed information associated with Rural Landmarks Survey Report, information from the Virginia Department of Historic Resources and information provided by the applicant’s representative. This application seeks to rezone 20 acres from the RA (Rural Areas) District to the M2 (Industrial General) District with proffers. The site is located on the eastern side of the Winchester & Western Railroad and south of Route 669, Woodbine Road, about 2000’ east of Route 11 (Martinsburg Pike). The proposed use of the property is industrial uses. Historic Resources Advisory Board Concerns The Study of Civil War Sites in the Shenandoah Valley, published by the National Park Service, does not identify the proposed tower site or the surrounding areas as being part of a battlefield. The Rural Landmarks Survey Report for Frederick County, Virginia, identifies two historic structures located within the vicinity of the proposed rezoning. Both of these properties are listed as potentially significant. The sites that are listed in the survey are:  Sarsaparilla Springs (#34-0156)  Woodside (#34-0731) After reviewing this information and the applicant’s materials, the Historic Resources Advisory Board (HRAB) recommended the rezoning be sent forward to the Planning Commission and Board of Supervisors for review. The HRAB had no recommendations to forward due to the alterations that have been made to the structures which render them ineligible for the State Registry. Meeting was adjourned at 6:30 p.m. Item # 2 Rezoning Application for the 81-West Business Park Property The Historic Resources Advisory Board (HRAB) has been asked to provide a comment pertaining to a rezoning application for the 81-West Business Park properties. These properties are identified by Property Identification Numbers 33-(A)-113, 33-(A)-124, and 33-(A)-114B in the Stonewall Magisterial District. The site is located on the western side of Interstate 81 between Cedar Hill Road (Route 671) to the north and Hopewell Road (Route 672) to the south. The three parcels total 155.488 acres and are currently zoned RA (Rural Areas) and used for agriculture purposes. The rezoning application seeks to rezone 36.676 acres to B2 (General Business) District, 45.453 to the B3 (Industrial Transition) District and 73.360 acres to M-1 (Light Industrial) District. The parcel lies within the Sewer and Water Service Area. The 2030 Frederick County Comprehensive Plan (Northeast Land Use Plan) shows the future use of this area as commercial and industrial. The Study of Civil War Sites in the Shenandoah Valley published by the National Park Service does not identify the proposed site or the surrounding areas as being part of a battlefield. The Rural Landmarks Survey Report for Frederick County Virginia identifies one mapped historic property (located across Hopewell Road from the subject site) which listed as potentially significant:  Robinson-Cline House (#34-1056). (The Glebe) Representatives for the application will be available at the HRAB meeting to provide additional information on the proposed rezoning application. Staff is seeking comments from the HRAB on the historical elements possibly impacted by proposed rezoning application. The comments will be forwarded to the Planning Commission and the Board of Supervisors. Attachments: 1. Application, Proffer Statement, GDP, Area Plan, Location Map, and Impact Statement 2. Photographs of the Robinson-Cline House Item # 3 2035 Comprehensive Plan Update – Historic Chapter The Frederick County Planning Commission and the Comprehensive Plans and Programs Committee (CPPC) will be undertaking the 5-year review and update of the 2030 Comprehensive Plan over the next 12 months. It is the goal to complete the update by this time next year, spring 2016. As part of this update, the HRAB has been requested to review the currently adopted Historic Chapter in the 2030 Comprehensive. Staff is seeking comments from the HRAB suggested changes to the Historic Chapter in the 2030 Comprehensive Plan. The comments will be forwarded to the CPPC. Attachments: 1.
