The Frederick County Historic Resources Advisory Board (HRAB) will be meeting on Tuesday,
April 19, 2011 at 6:30 p.m., in the Board of Supervisors Executive Session Room* in the
Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. The
HRAB will discuss the following items:

AT&T Commercial Telecommunications Facility Conditional Use Permit
The Historic Resources Advisory Board has been requested to review and provide comments on
the AT&T Commercial Telecommunications Conditional Use Permit application for a 199 -foot
lattice tower with accessory equipment building. The property is located at 2418 Indian Hollow
Road.
The Study of Civil War Sites in the Shenandoah Valley published by the National Park Service
does not identify the proposed tower site or the surrounding areas as being part of a
battlefield. The Rural Landmarks Survey Report for Frederick County Virginia identifies four
structures within the immediate area of the subject site; one structure is located on-site. Two
of the structures are identified as potentially significant. The sites that are listed in the survey
a re:
• Old Hoover Place (#34-491) — Located on site
• Larrick-Hatcher House — (#34-492) — Potentially significant
• Ramey House, Indian Hollow (#34-490)
• Selma (#34-122) — Potentially significant
Please find attached for your information: CUP Application, site plan sheet, the Visual Impact
Assessment Report and pictures of the historic structures. Representatives of the applicant will
be available at the HRAB meeting to provide additional information on the proposed CUP Staff
will be seeking comments from the HRAB on the historical elements possibly impacted by
proposed development. The comments will be included in the CUP application package for the
AT&T Tower proposal when it is submitted.

STATEMENT OF JUSTIFICATION
[To supplement Item No. 12 (additional comments) on the Conditional Use Permit
Application]
The applicant, New Cingular.Wireless PCS, LLC (AT&T), is licensed -by the Federal
Communications Commission (FCC) to provide state-of-the-art wireless
communications services within Frederick. County, Virginia and hereby requests a
Conditional Use Permit under.§§ 165-103.01=165-103.08 of the Frederick County Zoning =
Ordinance for a wireless communication facility (WCF) including twelve -(12) antennas
mounted at a centerline height of 195' above ground level (AGL) on a new 199'
monopole (195', including 4' lightning rod) located on Tax Map Parcel No. 40-A-77,
2418 Indian Hollow Road, Winchester, Virginia 22603. The project.will also include the
installation of a11' -5'x20' equipment shelter and required utility connections near the
base of the monopole and inside a proposed 50' x 50' fenced equipment compound.
Access to the facility.will be from Indian Hollow Road, along an existing private drive
already located on -the property: .
COMPLIANCE WITH ZONING ORDINANCE
The subject parcel is located within the Rural Areas (RA) District. Section 165-204.19 of
the Frederick County Zoning Ordinance guides the siting of telecommunications
facilities and their consideration for installation in RA districts through the conditional
use permit public hearing process.
The minimum lot area in the RA district is 2 acres per § 165-401.05. The parcel on which
the proposed WCF would be sited ("subject parcel") is 102 acres, and because the WCF
will be located in a leased area, the lot size of the subject parcel is not proposed to
change with this project. Therefore, lot size requirement remains satisfied.
Parcels in the RA district must have side and rear yards of at least 50' (if adjoining parcel
is 6 acres or less) or 100' (if adjoining parcel is more than 6 acres). In this case the
improvements will comply because they will be located 424', 457, and 380' from the side
and rear property lines..

AT&T will comply with all applicable federal regulations regarding interference and
electro -magnetic radiation.
The objective of this site -is to provide coverage on Indian Hollow Road (SR 679) and
North Hayfield Road, and to act as a hand-off site with existing sites Hunting Ridge and .
Wild Acres. The proposed site will provide coverage in an area not currently served by
AT&T.
There are no existing structures of sufficient heighf.in the area surrounding the site, and
therefore a new tower is required to provide adequate service in the area. AT&T already
has antennas at three of the four communication facilities that surround the proposed
site (see Attachment 3, propagation maps). The fourth site (labled as "SBA" on.... .
propagation maps) was investigated by AT&T, but will not provide sufficient coverage
at a antenna height of 175 feet. Propagation maps showing both locations are included.
In this case, the use of a monopole will lessen the visual impact.
An over pole height of 199' AGL is necessary to achieve the radio frequency (RF)
propagation sufficient to address the need in this area. The predicted coverage assumes '
a.12=antenna array n7tounted-at---195' AGL. Flush -mounted -antennas are.not appropriate
in this case because this site is designed to provide coverage to an area not currently
served by AT&T and because the use of flush -mounted antennas would require 4
centerline heights (with 3 antennas each) in order to achieve the 12 -antenna design that
the RF engineer has called for. The use of 4 flush -mounted arrays at different heights
would result in compromised coverage because antennas mounted at lower heights
would not propagate as far. Additionally, deploying 4 flush -mounted arrays for one
carrier would unnecessarily eliminate the availability of 2 heights for future collocators
and make the remaining available heights less attractive. This would have the effect of
discouraging collocation and would run contrary to the intent of both the Zoning
Ordinance and the Comprehensive Plan.
In compliance with § 86-484.2(5) and as shown on Sheet A-1 of the enclosed plans, the
proposed monopole will be designed to accommodate a total of three additional carriers.

Grading will be limited to the area necessary to construct the WCF and its access road
connecting it to the existing private road on the parcel.
No painting or staining is proposed
When searching for possible sites to satisfy their RF objectives in a particular search area,
AT&T first looks for existing structures which might be able to accommodate their
antennas and equipment without the need for building a new support structure. AT&T
already has antennas at three of the four WCF's that surround the proposed site (see
Attachment 3, propagation maps). The fourth site (labled as "SBA" on propagation
maps) was investigated by AT&T, but will not provide sufficient coverage. Propagation
maps showing both locations are included. Aside from existing residences and
agricultural buildings, there were no other structures that were adequate for providing
coverage.
CONSISTENCY WITH THE COMPREHENSIVE PLAN
The 2007 Frederick County Comprehensive Plan indicates that approximately 2000 new
residences have been constructed in rural areas of the County. since 1982. These new
residents will need improved wireless coverage.
The 2007 Comprehensive Plan stated, "[c]ertain types of business and industrial uses
may be located at scattered rural locations if safe access is available, and if adverse
impacts on surrounding areas and the rural environment can be avoided."
AT&T is committed to providing better coverage to their subscribers in this area and
doing so with minimal impact to the surrounding community.

1, PROJECT OVERVIEW
On behalf of AT&T, ACER Associates, LLC (ACER) has prepared this Visual Impact Assessment
Report for a proposed telecommunications site in Winchester, Frederick County, Virginia.
AT&T proposes to construct a 195 foot monopole with a three (3) sector array of twelve (12)
panel antennas (four per sector). The antennas will be installed at centerline heights of
approximately 190 feet above -ground level (AGL) and tip heights of approximately 193 feet
AGL. AT&T proposes to install a four (4) foot lighting rod atop the monopole with an overall
height of approximately 199 feet AGL. In addition, AT&T proposes to install an 11.5 foot by 20
foot equipment shelter within the proposed 50 foot by 50 fenced equipment compound (2,500
S.F. lease area). Underground conduits for electrical and telecommunications utilities will be
routed from the proposed equipment shelter to proposed utility backboards within the tower
compound. Underground conduits for the utilities will then be routed from the utility
backboards to an existing utility pole along Indian Hollow Road. Access to the compound will
be via an existing access road off Indian Hollow Road. A copy of the December 29, 2010 BC
Architects and Engineers site plans have been included in Appendix A.
The APE for visual effects associated with this project was a one half ('/z) mile radius from the
proposed tower site as specified by Section VI.C.4.a of the "Nationwide Programmatic
Agreement (NPA) for Review of Effects on Historic Properties For Certain Undertakings
Approved By The Federal Communications Commission" if the proposed tower is 200 feet or
less in overall height. ACER reviewed the Virginia Department of Historic Resources (VDHR)
geographic information system (GIS) database and the Frederick County Register of Historic
Places for properties within the APE that met the criteria for the Identification and Evaluation
of Historic Properties in accordance with Section VI.D. I .a.i-v of the NPA as stated below:
i. Properties listed in the National Register of Historic Places;
ii. Properties formally determined eligible for listing by the Keeper of the National
Register;
Properties that the SHPO/THPO certifies are in the process of being nominated to the
National Register;
iv. Properties previously determined eligible as part of a consensus determination of
eligibility between SHPO/THPO and a Federal Agency or local government
representing the Department of Housing and Urban Development (HUD); and
V. Properties listed in the SHPO/THPO Inventory that the SHPO/THPO has previously
evaluated and found to meet the National Register criteria, and that are identified
accordingly in the SHPO/THPO Inventory.

Department of Historic Resources (VDHR) geographic information system (GIS) database and
the Frederick County Register of Historic Places, ACER discovered that no (0) National
Register listed or formally eligible to be listed historic sites/districts were located within the
APE.
On September 25, 2010, ACER sent a letter to the Frederick County Department of Planning
and Development requesting comments on the proposed undertaking's potential impact on any
historic properties. No response was received within thirty (30) days of the September 25,
2010 consultation letter. On October 1, 2010, ACER on behalf of AT&T submitted a Section
106 review to the Virginia Department of Historic Resources. On October 26, 2010, the
VDHR concurred with ACER's determination that no historic properties were located within
the APE for direct and visual effects in an e-mail entitled "Section 106 Notification of
SHPO/THPO Concurrence- Email ID #90360". In e-mail correspondences dated March 18-21,
2011 between Ms. Candice Perkins, Senior Planner for the Frederick County Department of
Planning and Development, and ACER, Ms. Perkins requested an assessment of four (4)
properties within the tower's APE identified on the VDHR database. Copies of the March 18-
21, 2001 e-mail chain between the County and ACER has been included in Appendix B.
On March 22, 2011, ACER conducted VDHR research on the properties identified by the
County, and confirmed none of the properties identified by the County are listed or formally
determined eligible to be listed on the National Register of Historic Places. The identified
properties also do not meet any of the requirements in Section VI.D.I.a.i-v of the NPA as
stated above.
Based on the request of Ms. Perkins through the e-mail chain and a March 21, 2011 telephone
conversation with ACER, a March 24, 2011 site visit was conducted to evaluate the four (4)
identified properties and the tower's potential impact on the properties.

91. PHYSICAL. SETTING
The APE is located within the Hayfield, Virginia Topographic Map Quadrangle. The proposed
vocation consisted of rlearPd Land for cattle grazing located in the
tower compound ���a..l�„
northcentral portion of the tax parcel. The remaining portions of the property had a gravel
road extending from Indian Hollow Road was observed to the east of the proposed tower
compound location. A review of the topographical map revealed the subject property was
located approximately 746 feet above sea level and the surface topography sloped moderately
to the east. The topography in the area consisted of moderate hills with gradual slopes.
Cleared land was observed to the north. Wooded land was observed to the south, east and
west of the subject property. A copy of the Hayfield, Virginia U.S.G.S. 7.5 -Minute Quadrangle
Map illustrating the proposed telecommunications site location and the APE has been provided
as Appendix C.

III. HISTORIC SEARCH
ACER Associates, LLC conducted a search on the Virginia Department of Historic Resources
(VDHR) geographic information system (GIS) databases for sites located within the APE which
were listed and/or eligible to be listed on the National Register of Historic Places. A review of
this source revealed no (0) National Register listed or formally determined eligible to be listed
historic sites/districts were located within the '/2 mile APE radius.
On March 21, 2011, the Frederick County Department of Planning and Development identified
four (4) properties within the tower's APE which are inventoried on the VDHR database as
historic properties. On March 22, 2011, ACER conducted VDHR research on the properties
identified by the County, and confirmed none of the properties identified by the County are
listed or formally determined eligible to be listed on the National Register of Historic Places.
None of the properties are in the process of being nominated on the National Register of
Historic Places. The four (4) properties are identified on the VDHR inventory but have not
been evaluated by the VDHR. In a March 21, 2011 e—mail, the Frederick County Department
of Planning and Development requested an "Analysis of the tower location and what the visual
impact of the tower will be on the historic structures." The four (4) properties identified by
the County for assessment were the Selma property (DHR #034-0122) located along Route
679 approximately 2,285 feet to the southeast of the proposed undertaking, the Ramey House
in Indian Hollow (DHR #034-0490) located along Route 679 approximately 1,580 feet to the
south-southeast of the proposed undertaking, Hoover House (DHR #034-0491) located along
Route 679 approximately I ,3 15 feet to the south-southeast of the proposed undertaking, and
the Larrick-Hatcher House (DHR #034-0492) located along Route 679 approximately 1,215
feet to the east of the proposed undertaking.
The Selma property (DHR #034-0122) is identified on the VDHR database information as
having eight (8) contributing elements which include the main residence, main barn, smoke -
meat house, two (2) sheds, garage, and cemetery with surrounding stone wall. During ACER's
site visit, it was determined that the only remaining contributing elements to the property were
the main residence (0122-1), main barn and one (1) shed (0122-2), and the cemetery with
surrounding stone wall (0122-3). The smoke -meat house and one (1) of the sheds had been
demolished since the last VDHR Cultural Resource Management (CRM) survey event dated
1989. The two-story, brick residential structure was constructed in 1810 as a Southern
Colonial style structure. The main barn was constructed in 1902 with a stone masonry
foundation and wooden siding and is located across Route 679 approximately 155 feet to the
east-northeast of the residence. One (1) shed was located adjacent to the main barn
approximately 200 feet to the northeast of the residence. The cemetery and surrounding stone
wall is located approximately 225 feet to the northwest of the residence. The location of the
Selma property has been illustrated by a blue polygon -line and a call -out box labeled as 0122

The Ramey House in Indian Hollow (DHR #034-0490) is identified on the VDHR database
information as having six (6) contributing elements which include the main residence, main barn,
smoke -meat house, icehouse, and two (2) other structures. During ACER's site visit, it was
determined that the only remaining contributing elements to the property were the main
residence (0490-1), main barn (0490-2), smoke -meat house (0490-3), and icehouse (0490-4).
The two-story, stone masonry residential structure was constructed in 1900 as an
undetermined style structure. The main barn was constructed with red painted clapboard
wood siding located approximately 110 feet to the southeast of the residence. The smoke -
meat house was located approximately 40 feet to the southwest of the residence. The
icehouse was located approximately 200 feet to the southwest of the residence. The location
of the Ramey House in Indian Hollow property has been illustrated by a green polygon -line and
a call -out box labeled as 0490 on the U.S.G.S. Topographic Map provided in Appendix C. The
locations of the remaining contributing elements to the Ramey House in Indian Hollow
property have been illustrated by call -out boxes labeled with the corresponding contributing
element number on the U.S.G.S. Topographic Map provided in Appendix C.
The Hoover House (DHR #034-0491) is comprised of four (4) contributing elements which
include the main residence, main barn, and two (2) sheds. During ACER's site visit, it was
determined that the only remaining contributing elements to the property were the main
residence (0491-1), and the main barn and one (1) shed (0491-2). The two-story, stone
masonry residential structure was constructed in 1900 as an undetermined style structure. The
main barn was constructed with a stone masonry foundation and previously red painted
clapboard wood walls located approximately 160 feet to the northeast of the residence. The
shed was located approximately 220 feet to the northeast of the residence. The location of the
Hoover House property has been illustrated by an orange polygon -line and a call -out box
labeled as 0491 on the U.S.G.S. Topographic Map provided in Appendix C. The locations of the
remaining contributing elements to the Hoover House property have been illustrated by call -
out boxes labeled with the corresponding contributing element number on the U.S.G.S.
Topographic Map provided in Appendix C.
The Larrick-Hatcher House (DHR #034-0492) is comprised of six (6) contributing elements
which include the main residence, two (2) barns, chicken -poultry house, smoke -meat house,
and one (1) other structure. During ACER's site visit, it was determined that the only
remaining contributing elements to the property were the main residence (0492-1), main barn

and chicken -poultry house (0492-2), secondary barn (0492-3), and the smoke -meat house
(0492-4). The two-story, brick masonry residential structure was constructed in 1820 as a

currently severely damaged and unusable. The main barn was located approximately 290 feet
to the northeast of the residence. The second barn was located approximately 165 feet to the
northeast of the residence. The chicken -poultry house was located approximately 240 feet to
the northeast of the residence. The smoke -meat house was located approximately 54 feet to
the south of the residence. The location of the Larrick-Hatcher House property has been
illustrated by a yellow polygon -line and a call -out box labeled as 0492 on the U.S.G.S.

IV. FIELD OBSERVATIONS
During the March 24, 201 1 site visit, a clinometer was used to scan the "Line of Sight" for visual
obstructions. The clinometer readings were utilized to determine if the line of sight of the
tower will be obstructed from the historic properties. If the line of sight is interrupted the
tower will not be visible. ACER used the following trigonometric function to calculate the
"Line of Site" angle from the historic properties to the top of the proposed tower. ACER used
elevation and distance data interpreted from the U.S.G.S topographic map and the proposed
tower height to determine a, and b for insertion into the formula. Corrections were made for
differences in elevation, as well as the viewer's eye level.

V. FINDINGS & CONCLUSIONS:
AT&T is committed to collocating on existing structures where possible to limit the
proliferation of new telecommunications sites; however, there were no existing structures
available in the area which would provide adequate service to the target area.
This Visual Impact Assessment Report has been prepared to evaluate the potential visual impact
of the proposed telecommunications site on four (4) properties identified by the Frederick
County Department of Planning & Development. The four (4) properties identified by the
County for assessment were the Selma Property (DHR #034-0122) located along Route 679
approximately 2,285 feet to the southeast of the proposed undertaking, the Ramey House in
Indian Hollow (DHR #034-0490) located along Route 679 approximately 1,580 feet to the
south-southeast of the proposed undertaking, Hoover House (DHR #034-0491) located along
Route 679 approximately 1,315 feet to the south-southeast of the proposed undertaking, and
the Larrick-Hatcher House (DHR #034-0492) located along Route 679 approximately 1,215
feet to the east of the proposed undertaking.
The visual impact assessment consisted of an evaluation of the historic properties identified,
photographs of/from the identified contributing elements of the historic properties, clinometer
readings from the identified contributing elements of the historic properties in the direction of
the proposed undertaking, to clarify the visual impact of the site.
Selma Property (DHR #034-0122)
The majority of the proposed monopole will be visible from all of the remaining contributing
elements associated with the Selma property including locations 0122-1 through 0122-3 as can
be seen in photographs 7, 10, and 12.
Ramey House in Indian Hollow (DHR #034-04901
The proposed monopole will be partially visible or visible through the trees from all of the
remaining contributing elements associated with the Ramey House in Indian Hollow property
including locations 0490-1 through 0490-4 as can be seen in photographs 14, 16, 18, and 20.
Approximately the top forty-five (45) feet of the monopole will be visible from the residential
structure (0490-1) at the property. The lower sections of the tower may also be partially
visible through the trees during the winter months from the residential structure. The
residential structure has undergone extensive renovations with new vinyl siding, replacement
windows, aluminum facial, vinyl eaves, and vinyl shutters as can be seen in photograph 13.
Based on the extensive renovations on the residential structure, it is ACER's opinion that the
structure would not be eligible to be listed on the National Register of Historic Places.

Approximately the top one -hundred and forty-five (145) feet of the monopole will be visible
from the rnain barn (0490-2) at the property. The lower sections of the tower may also be
partially visible through the trees during the winter months from the main barn. The view
towards the proposed tower has three (3) modern utility poles and associated utility line
located between the tower and the barn.
Approximately the top ninety (90) feet of the monopole will be visible from the smoke -meat
house (0490-3) at the property. The lower sections of the tower may also be partially visible
through the trees during the winter months from the smoke -meat house.
Approximately the top sixty-five (65) feet of the monopole will be visible from the icehouse
(0490-4) at the property. The lower sections of the tower may also be partially visible through
the trees during the winter months from the icehouse.
Hoover House (DHR #034-0491)
The proposed monopole will be partially visible through the trees and above the tree lines and
hill from all of the remaining contributing elements associated with the Hoover House property
including locations 0491-1 through 0491-2 as can be seen in photographs 22 and 25.
Approximately the top one -hundred and twenty-five (125) feet of the monopole will be visible
from the residential structure (0491-1) at the property. The lower sections of the tower may
also be partially visible through the trees during the winter months from the residential
structure. The view towards the proposed tower has one (1) modern utility pole and
associated utility lines are located between the tower and the residential structure.
Approximately the top one -hundred and twenty-five (125) feet of the monopole will be visible
from the main barn and shed (0491-2) at the property. The view towards the proposed tower
has modern utility lines located between the tower and the main barn/shed.
Larrick Hatcher House (DHR #034-0492)
The proposed monopole will be partially visible or visible through the trees from all of the
remaining contributing elements associated with the Hoover House property including
locations 0492-1 through 0492-4 as can be seen in photographs 27, 30, 32, and 34.
Approximately the top one -hundred and sixty (160) feet of the monopole will be visible from
the residential structure (0492-1) at the property. The lower sections of the tower may also
be partially visible through the trees during the winter months from the residential structure.
Approximately the top one -hundred and thirty-five (135) feet of the monopole will be visible
from the main barn and chicken -poultry house (0492-2) at the property.

has two (2) modern utility poles, numerous trees, and modern fencing located between the
tower and the smoke -meat house.
ACER conducted a Visual Impact Analysis from the four (4) VDHR inventory sites (034-0122,
034-0490, 034-0491, and 034-0492) as requested by the Frederick County Department of
Planning and Development. The Visual Impact Analysis determined that the proposed tower
will be visible or partially visible from all four (4) of the properties. However, none of the
properties are listed or formally determined to be eligible to be listed on the National Register
of Historic Places. In addition, none of the four (4) properties meet any of the criteria
requiring the Identification and Evaluation of Historic Properties in accordance with Section
VI.D.I.a.i-v of the Nationwide Programmatic Agreement for Review of Effects on Historic
Properties for Certain Undertakings Approved the Federal Communications Commission.
Therefore, it is ACER's opinion that the proposed undertaking will have "no effect" on any
historic properties.
