Held in the Board of Supervisors Executive Session Room of the County
Administrative Building at 107 N. Kent Street, Winchester, VA.
Members Present: Rhoda Kriz (Chairman), Harold Lehman, Elizabeth Fravel, Maral
Kalbian (Consultant), Martin Killingbeck, Felicia Hart, Gary Oates (Planning
Commission Liaison).
Members Absent: Travis Saunders, Richard Crane, Virginia McClure.

The meeting began at 6:30 P.M.
The first agenda item was to review the May 2006 Minutes, which were approved
unanimously.
The meeting agenda was then amended to allow Mr. Maddox to present his rezoning
proposal first because the Hicks Rezoning proposal did not have any parties present to
represent the application.
During Mr. Maddox's presentation, he pointed out the battles that took place upon this
property during the Civil War. He was also able to demonstrate that Valley Mill
Crossing will be reduced to a right in/out entrance way. The third battle of Winchester
will have a dedicated open space open to the public to view the historical site. The open
space will have a landscaped tree buffer, placed around the entire open space. Ms.
Kalbian questioned Mr. Maddox if there are any historical structures on the property.
Mr. Maddox responded that there are none. The only existing houses on the property are
newer single family dwellings. There is an older house located at the bottom of the hill
from the rezoning, which most likely will not be effected by the rezoning, since the
extreme terrain will help screen the property (Haggerty). Madame Chairman suggested
that large maps be placed in "key" areas, describing the events that took place at the
specified site. These signs would be informational in nature. The HRAB recommended
that research be done by the applicants to try and provide the Chairman's suggestion as a
proffer. It was agreed upon by the applicant (Mr. Maddox) to come back to the HRAB
with his findings. As a last suggestion, Ms. Kalbian wanted Valley Mill Farm to be
looked at more closely. A unanimous vote passed to have the applicant return next
meeting with answers to the suggestions raised by the HRAB.
The HRAB then decided to discuss the Hicks Rezoning proposal, without the applicant
present again. It was decided that this proposal will be heard at the next meeting (August
15, 2006).
The HRAB decided to forward comments they thought the applicant could work on prior
to the next meeting. The HRAB suggested the structures that are to be built should be of
a similar scale to what the Albin neighborhood is accustomed to. The development can
achieve the same total of square footage, but spread out between smaller structures,
instead of one large structure. The HRAB requested an archeological survey be done.
HRAB also requested landscape buffers be placed along Bryarly Road.
The HRAB expressed concern that this type of use is incompatible with Albin and this
type of development could effect this community receiving historical district notoriety.
Commissioner Oates mentioned that the HRAB should bring forward to the
Comprehensive Plans & Programs Subcommittee (CPPS) an amendment in the
Comprehensive Plan that specifies that Albin does not increase its land use intensity
above a B 1 (Neighborhood Business) Zoning District.
In other news, Commissioner Oates advised the HRAB that some Comprehensive Plan
amendments will be brought forward to the CPPS that contain significant historical sites.
He suggested that some of the HRAB members could attend the public meeting for
further details or aid the CPPS members with historical background at the public meeting
July 10, 2006.
