The Frederick County Historic Resources Advisory Board (HRAB) will be meeting on Tuesday,
April 18, 2006, at 6:30 p.m., in the Board of Supervisors' Executive Session Room* in the
Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. The
HRAB will discuss the following items:

Access to this building is limited during the evening hours. Therefore, it will be necessary to enter
the building through the rear door of the Board Room. I would encourage committee members to
park in the county parking lot located behind the new addition (accessible off of Cameron Street).

Commission Liaison).

The meeting began at 6:30 P.M.
The first agenda item was to approve, the revisions to the December 2005, and January
2006 minutes. The minutes were approved unanimously.
The second item of the evening was the approval of the by-law change to eliminate a
standard start time (7:30 P.M.) of the meeting. This would allow the start time of the
meeting to be at the discretion of the HRAB. Currently meetings are held at 6:30 P.M.,
which has been a trend over the past five months. The by-law change was approved
unanimously.
Staff gave an update on the historical plaque applications that have been received from
seven (7) property owners (one more application was received after the March meeting;
total of eight). Staff mentioned that some of these applicants may be at the next meeting
(April), and that they would be receiving their plaques at a Board of Supervisors meeting
in May.
Staff brought forth six (6) properties that needed the approval of the HRAB before letters
are sent to the property owners inviting them to apply for a historical plaque. The
following properties were recommended by the HRAB to apply for a historical plaque:
• Heironimus-Mauzy House (579 Brush Creek Rd.)
• Old Forge Farm (7326 Middle Rd.)
• Gravel Springs Farm (2074 S. Pifer Rd.)
• Marlboro Springs Farm (7752 Middle Rd.)
• Long Green (498 Long Green Ln.)
The following properties were tabled to the next meeting:
• Shanholtz-Baker House (1336 Collinsville Rd.)
• Siler Store (recommended by Maral)
• Stein Chapel (Sunnyside; recommended by HRAB)
• Valley View Farm (recommended by Maral)
The HRAB requested that staff construct a map of the properties that already have
plaques, so that the board can grasp a geographic perspective of where the properties are
located in relation to each other. Staff will also bring in the USGS map that contains the
property locations.
In other matters Candice mentioned that staff will be in contact with the Winchester ,Star,
hopefully providing an article that will obtain the public's awareness of the historical
plaque program. Maral stated that the HRAB should look closely at properties within the
Urban Development Area (UDA) so these properties do not fall to development.
Gary questioned that the HRAB should look into creating historical districts, similar to
the county's Agricultural & Forestal Districts. Maral advised that the state doesn't
recognize the protection of properties in a historical district. She continued, tax credits as
well as easements can be granted if it is in the district though. Areas in the county that
would be suitable for historical district review; Brucetown, Albin, and White Hall.
The closing comments on the night were made by Hal, in that the HRAB should invest in
providing everyone in the board with the historical properties book.
The meeting was then adjourned at 7:30 P.M
Item # 2
Historic Plaque Program Applications
As discussed at the March meeting, the HRAB will be reviewing the applications that the Planning
Department has received for Historic Plaques. Staff has received application packages for eight of
the twenty-one properties that were invited to participate in the program and we hope to present these
plaques during one of the May Board of Supervisors meetings. The following properties have
submitted their applications:
1. 34-180 Homespun (949 Cedar Creek Grade)
Homespun is a unique 18"' -century log dwelling with stone, frame and brick additions. It is one of the
few known examples of a house with a dog -trot plan in Frederick County. The property was recently
rehabilitated and is now used for commercial purposes.
2. 34-86 Glass Rinker House (2463 Cedar Creek Grade)
Located in the community ofOpequon, the center portion of the Glass -Rinker House is the earliest,
constructed around 1751 by Joseph Glass. It was enlarged in the early 19th century with a 2 -story wing
to the north, and again in the mid -20"' century with a 1 %Z -story stone wing to the south. The Glass -
Rinker House is one of three surviving Glass family houses in the area that developed in a similar
manner.
3. 34-87 Winter Hill (5439 Cedar Creek Grade)
Winter Hill is an outstanding example of an early -nineteenth-century brick dwelling that is transitional
from the Georgian to the Federal style. Located along Cedar Creek Grade near Marlboro, it was
constructed in 1809-1811 by Captain Charles Brent, a locally prominent solider and politician. The
property is significant not only for the architectural integrity of the main house, but also for its
collection of outbuildings; one of the most complete in the entire county.
4. 34-1041 Hedgebrook Farm (690 Shady Elm Road)
The main house on Hedgebrook Farm is a representative example of a vernacular I -house with a
central -front gable, which is a typical form of farmhouse of the late 19"' and early 20"' centuries in the
region. The house also contains much of its original detailing, including brick chimneys, standing -
seam metal room, rear 2 -story ell, and 3 -bay front porch with Tuscan column supports. Behind the
house is an interesting 2 -story frame summer kitchen with exterior -end brick chimney.
5. 34-110 Sulphur Springs Spa (1160 Jordan Springs Road)
The 3 %z -story brick building at the former Sulphur Springs resort is the only surviving example of a
19t"-centry springs resort hotel in Frederick County. Constructed in 1893 on the site of an earlier
springs resort, the main structure embodies late -19t" -century vernacular buildings traditions of the era.
6. 34-140 Buffalo Marsh (697 Clark Road)
Buffalo Marsh, located southwest of Stephens City, is an interesting 19`x' -century vernacular stone
dwelling built in several sections. The earliest portion of this 2 -story dwelling was probably
constructed by J. Peyton Clark during the mid -1 9tl' century. Clark, who had been principal of the
Winchester Academy, opened a school on the property; supposedly in a small log building behind the
main house.
7. 34-83 Carter Hall (310 Carter Lane)
The Frederick County Rural Landmarks Survey recognizes Carter Hall as the most refined example of
the Greek Revival style, expressed in brick, in the County.
8. 34-79 Ridings -McClung House (1271 Ridings Mill Road)
Believed to have been constructed by Thomas McChmn, a stonemason who worked on Hopewell
Meeting House, this property is located east of Middletown. The Federal -style brick dwelling contains
fine interior woodwork. The rear of the house was constructed by Edwin Ridings, who acquired the
property in 1838. The bank barn on the property is one of the few in the county that is built on a brick
foundation. According to Lake's Atlas of Frederick County, there was a sawmill and the "Ridings
Factory" on the property in the early 1880's.
