This is the conference room next to the American Flag in the Board Room. Access to the room should only be from the back door that goes directly into the Board Room of the Frederick County Administration Building, 107 North Kent Street, Winchester, Virginia. The HRAB will discuss the following items: AGENDA 1. Review of a rezoning application submitted by Charles E. Maddox of Gilbert W. Clifford and Associates. The proposal is to rezone 15 acres from RA (Rural Areas) to RP (Residential Performance) and the property is located on Cedar Creek Grade. 2. W. Clifford & Associates, Inc. has requested that the Historic Resources Advisory Board comment on a rezoning application. The property is located just outside the city of Winchester on Cedar Creek Grade. The applicants, Mr. Jim Vickers and Mr. Richie Wilkins, who Mr. Maddox represents, are requesting that a 15 -acre portion of the Allan property be rezoned from RA (Rural Areas) to RP (Residential Performance). The property is currently undeveloped and the proposed land use would be age -restricted senior housing. The site is located within core areas of the Second Battle of Kernstown and within the study area of the First Battle of Kernstown. Also, adjacent to the site is the historic structure Homespun. The HRAB reviewed a CUP request for a country store at that property a few months ago. Staff and the applicant will provide more information on the history of the property and the proposed rezoning at the HRAB's May meeting. UACOMMITTEES\ IRAMAgendas12002 Agendas\MayAgenda.wpd and V-Armb too LOCOJ�W) Item # 2 Grant Application Shenandoah Valley Battlefields Foundation Staff is in the process of preparing a grant application to the Shenandoah Valley Battlefields Foundation (SVBF). The grant, if awarded to the county, would be used to acquire three interpretative signs from Virginia Civil War Trails (VACWT). VACWT is a program designed to enhance Civil War sites throughout the Commonwealth by providing interpretative signage and heightening marketing efforts to promote tourism. Three proposed locations for signs have been identified: 1. Fort Collier. Third Battle of Winchester(Opequon) 2. Winchester Equipment. Second Battle of Winchester, located at Route 522 North and Indian Hollow Road. 3. Poorhouse. Second Battle of Winchester, located along Poorhouse Road, between Route 522 North and Route 50 West. The county's costs associated with this project would be a minimum of a 20% match to the total project cost, as required by the SVBF grant. The cost of each sign from VACWT is $2600 for a total project cost of $7800. The county's minimum required match is $1,560 and is already available in the Department of Planning and Development's 2001-2002 fiscal year budget. The Planning Commission reviewed the grant application at their May 15, 2002 meeting. Staff would ask that you look over the information included with this agenda and make a recommendation in support of the SVBF grant application. The County is also involved with another grant application to the SVBF. The Kernstown Battlefield Association is submitting a request for funds to complete a fencing project around the battlefields at Kernstown. That application is also available for your review. Both Second Winchester and Third (Opequon) battlefields are ranked in the Civil War Sites Advisory Commission Report. Second Winchester (VA107) was rated as a Priority Four site; Military Class B, Major; and Interpretative Potential Criteria: E unusually high casualty rate) and F (Teaches especially important lessons in military tactics and strategy). Opequon (VA119) was rated as a Priority Four. Military Class A, Decisive; Interpretative Potential Criteria: B (effect upon national politics or strategy), D (loss of significant commander by wounding, death , or loss of command, E, 0 (exceptional group behavior). The Fort Collier site is located just outside the City of Winchester and adjacent to the Fort Collier industrial park. The site is threatened by the development associated with the industrial park and new businesses in the area, as no barriers to protect the site exist. The site has no interpretative signs to tell the story of its role in the Third Battle of Winchester (Opequon) and how the fort served to protect. Along the southbound side of Route 522 north there exists a large portion of core battlefield areas of Second Winchester, as identified in the National Park Service Study of Civil War Sites in the Shenandoah Valley. There are no interpretative signs along Route 522 to make visitors aware of the significant battlefields that exist nor are there designated areas for visitors to pull off. The Winchester Equipment site is located within a portion of that core battlefields area and the Winchester Equipment Company is currently constructing their new facility on the property. The site is zoned for business use, as is the site beside. With the current development around the site and a lack of historical markers there is need to recognize the history of the site. The Poorhouse is also a site that does not have historical markers or means to direct visitors to the site. There is an opportunity at this site to further tell the story of the Second Battle of Winchester. Criterion C - Preservation Opportunity Please refer to Application Guidelines; Criterion C (page 2) for guidance in answering this section. Be sure to address how this project addresses your organization's mission in relation to the Civil War site. There is an existing Civil War organization, The Fort Collier Civil War Center, is currently working on preservation of the in Collier site and plans for further educational and research opportunities. The Fort Collier site includes not only the earthwork fortification but also the historic structure Stine house, both of which have been well preserved. Many opportunities exist for education at the site with the efforts underway to preserve it and the establishment of the Civil War Center there. The owners of the Winchester Equipment site applied within the past year to the county to rezone the property to allow for business uses. As a part of that rezoning application, they recognized the history of the site and proferred to dedicate a 13,000 square foot easement to a Civil War organization. A strip of land behind Winchester Equipment's new facility that is under construction on the site has been set aside for that purpose. The owners of the site are very willing to help provide appropriate access to the easement and any historical markers that are placed within the easement. The owners of the Poorhouse site, Fruit Hill Orchards, are also interested in historic preservation and education about the Second Battle of Winchester. Poorhouse offers an opportunity to additional information about Civil War troop movements and the property's individual role in the Civil War. The Frederick County Department of Planning and Development with the Frederick County -Winchester Battlefield Task Force completed the Battlefield Network Plan in February 1997. The plan was adopted by both the Frederick County Board of Supervisors and the Winchester City Council. The plan outlines steps that should be taken to achieve its main goal of a successful battlefield park network that preserves key sites, attracts tourists from around the world, and supports education. Part of the plan is to create a tour network, linking together key Civil War sites in the County. (Please see attached). The three proposed sites would not only fit within the VACWT network but would also provide key linkages for the proposed tour network in the Battlefield Network Plan. As part of the Shenandoah Valley Battlefields National Historic District Management Plan, planned actions for both Second Winchester and Opequon include installing VACWT signs. This proposed project would benefit Frederick County and provide much needed visitor services at the proposed locations.
