The HRAB will discuss the following items: AGENDA Review of proposed interpretative signs and pull -off area at the Rutherford's Farm Industrial Park, submitted by Mark Smith of Greenway Engineering. 2. I would encourage committee members to park in the county parking lot located behind the new. addition (accessible off of Cameron Street). 107 North lent Street • Winchester, Virginia 22601-5000 Item # 1 Rutherford's Farm Industrial Park Historic Resource Interpretative Sims & Pull -off The Historical Resources Advisory Board (HRAB) has discussed the Rutherford's Farm Industrial Park rezoning application at past meetings. The HRAB's comments regarding the proposed rezoning were incorporated into the rezoning proffers. D.) Historic Resource 1.) Interpretative Signs The applicant hereby proffers to provide an interpretative area in the location of the old Rutherford's Farm House along Route 11 and more particularly at the location of the old concrete steps that now remain. An easement of sufficient size will be provided for a pull -off area and viewing. Three interpretative plaques will be provided. They are as follows: a) The Second Battle of Winchester b) The Battle of Rutherford's Farm c) The Rutherford's Farm House The interpretative plaques will contain language and pictures acceptable to the Frederick County Historic Resources Advisory Board. All work performed for the pull -off area will meet the minimum standards of the Virginia Department of Transportation and the Frederick County Ordinances in respect to the Highway pull -off and safety. Ground maintenance of the interpretative area will be performed by the Rutherford's Farm Industrial Park Association under a separate continuous approved permit issued by VDOT. The rezoning was approved on April 22, 2002, by the Board of Supervisors with these proffers. The project developer would like to participate in the Virginia Civil War Trails program (VACWT) to fulfill the sign proffer. Rutherford's Farm has already been approved by VACWT as an appropriate site. Mark Smith of Greenway Engineering, who represents the developer, has asked that the HRAB review the attached plan for the proposed pull -off area and recommend allowing Dr. Beck to provide the text for the interpretative signs. As you know, the rezoning for this project was conditioned upon the provision of a pull -off easement of sufficient size for pull -off and viewing, the provision of three interpretive plaques containing language and pictures acceptable to the HRAB and obtaining all necessary Virginia Department of Transportation (VDOT) permits for the installation of the pull -off area. The project developer desires to participate in the Virginia Civil War Trails program to fulfill the interpretive plaque condition. Mr. Mitch Bowman, Virginia Civil War Trails Executive Director has advised that their History Committee has approved the Rutherford's Farm site for inclusion in the Virginia Civil War Trails network. The Virginia Civil War Trails program requires the applicant to provide the text and photography for the interpretive sign that is approved by a panel prior to the fabrication of the sign. Greenway Engineering has contacted Dr. Brandon Beck to determine his interest in providing the text for the three interpretive signs. Dr. Beck has expressed interest in assisting in the development of the three fulfillment pieces and has been recognized by Mr. Bowman as an excellent resource for this project. Please find attached a detail of the pull -off area for the three interpretative signs that is designed in conformance with AASHTO standards for review by the HRAB. It is requested that the HRAB consider this design for approval and that the HRAB agree to allow Dr. Beck to provide the text necessary for approval by the Virginia Civil War Trails History Committee. The project developer will then take the steps necessary to seek sign approval and pay for the fabrication and installation of the signs I appreciate your willingness to forward this information to the HRAB for their review and approval in July.
