The Frederick County Historic Resources Advisory Board (HRAB) will be meeting on Tuesday,
June 19, 2001 at 7:30 p.m., in the first floor conference room of the Frederick County
Administration Building, 107 North Kent Street, Winchester, Virginia. The HRAB will discuss the
following items:
AGENDA
I. Review a proposal prepared by Greenway Engineering on behalf of the Duncan/Hoover
rezoning project pertaining to the rezoning of approximately 144 acres from the RA
(Rural Areas) Zoning District to the M1 (Light Industrial), B2 (General Business) and B3
(Transitional Business) Zoning Districts. A portion of the Battle of Rutherford Farm
occurred on this property.

Access to this building is limited during the evening hours. Therefore, it will be necessary to enter the
building through the rear door of the four-story wing. I would encourage committee members to park
in the county parking lot located behind the new addition or in the Joint Judicial Center parking lot
and follow the sidewalk to the back door of'the four-story wing.

DUNCAN/HOOVER REZONING REQUEST
Staff has received a request from Greenway Engineering regarding a potential rezoning of land. This
request has been forwarded to the Historic Resources Advisory Board (HRAB) for consideration.
The site under consideration is commonly referred to as the Duncan/Hoover property, identified by
Property Identification Numbers (PIN) 43-A-111, -99, and -98. The site is located on the northeast
corner of the intersection of Interstate 81 and Martinsburg Pike (Route 11 North). A map illustrating
the specific boundary lines is attached. The applicant seeks to rezone the approximately 144 -acre site
from RA (Rural Areas) to 116 acres of M-1 (Light Industrial), 15.4 acres of B-2 (General Business)
and 13 acres of B-3 (Transitional Business).
Attached is information regarding the Battle of Rutherford's Farm, and the Second Battle of
Winchester; both of these battles occurred within close proximity to the site. A small portion of the
site's northern boundaries appears to be within the core area of Phase 9 of Second Winchester, as
identified in the National Park Service's Civil War Site Study. The Rural Landmarks Survey has
also identified the site as Rutherford's Farm, a potentially significant property.
Staff, as well as a representative from Greenway Engineering, will present additional information
regarding the rezoning proposal, as well as the site's historic past.
