Lawrence, Planner I SUBJECT: July Meeting and Agenda DATE: July 11, 1995 There will be a meeting of the Historic Resources Advisory Board at 7:30 p.m, on Tuesday, July 18, 1995, in the Conference Room of the Old Frederick County Courthouse, 9 Court Square, Winchester, Virginia. The HRAB will discuss the following items: AGENDA 1. Review the Battlefield Network Plan 2. Review recent changes to the Guidelines for New Construction in the Historic Area Overlay Zone. 3. Other. Copies of both the Battlefield Network Plan and the Guidelines for New Construction in the Historic Area Overlay Zone were previously distributed. Box 601 Winchester, VA 22601 Winchester, VA 22604 ITEM 2: Review recent changes to the Guidelines for New Construction in the Historic Area Overlay Zone This item was scheditled for discussion at the June meeting, but the meeting utas canceled. The Planning Department staff feels that the proposed guidelines do not adequately address the concerns for future development within the Historic Area Overlay Zone. They have requested that the HRAB revise the proposal to include guidelines for new residential construction, particularly for multi -family structures. The overwhelming concern was that apartment complexes and townhouses may be built within the HA zones. As presently proposed, the guidelines do not address such new construction. The attached guidelines have been revised to include wordage pertaining to new residential construction. Additionally, staff feels that the guidelines should be a "stand alone" document. The Zoning Ordinance would only be amended to include provisions that new construction in the HA zone exercise the guidelines. A draft of these new guidelines and the Zoning Ordinance amendment statement are attached to this memorandum. Please review them both and we will discuss them at the meeting. COUNTY of FREDERICK Department of Planning and Development 703/665-5651 FAX 703/678-0682 MEMORANDUM TO: Comprehensive Plan Subcommittee Historic Resources Advisory Board FROM: Robert Watkins, Frederick County Planning Director SUBJECT: Battlefield Network Plan DATE: June 23, 1995 Ultimately, we would like to have the endorsements of the Battlefield Network Plan from the Historic Resources Advisory Board, the Comprehensive Plan Subcommittee, the Planning Commission, and the Board of Supervisors. This might require additional work and discussion. We also intend to make the following revisions based on the discussions on June 22: Refer to downtown Winchester as the fourth key battlefield site. The use of the internet under the public awareness and promotion strategies. Additional work is needed to define the type of organizational framework that will be needed to carry out the strategies. We would greatly appreciate input from you concerning this and other issues. I would ask that you take whatever steps you believe are necessary to make a recommendation on the plan to the Board of Supervisors. We will gladly provide any assistance that you need.
