Notes on Star Fort Rezoning and Master Development ent Plan
Gilbert W. Clifford and Associates, Inc., is in the process of completing a Preliminary Master
Development Plan for the development of the land around Star Fort. This Master Development
Plan is for a total of 87 acres. They are proposing 163 single family dwellings behind the fort
and commercial development along Route 522 in front of the fort.
In order to implement the proposed Master Development Plan it is necessary to rezone 8 acres
on the south side of the fort from Residential Performance to B-2. This rezoning would result in
all of the land to the south of the fort being zoned for business and all of the land to the west and
north of the fort being zoned for residential uses.
It is proposed that the 7 acre Star Fort site, as well as an additional open space dedication of
approximately 1.5 acres from the developer become part of a Battlefield Park
The Star Fort site has been zoned for intensive residential development and general commercial
development for years. It is important to understand that the right to develop this land has been
granted legislatively. The question is how to best develop this site.
As a part of this application process, the applicant is being required to obtain a comment from
the Historic Resources Advisory Board. The HRAB will review the proposal to determine what
sort of design will best protect the historic values of the site. To aid in your review, the
Battlefield Task Force will review the proposal at its meeting on May 9th and will forward their
comments to you. The staff will have these comments for your review at our May 17th meeting.
Notes on status of Plaque Design.
Staff met with Alex Bigler, of Equestrian Forge on April 27th, to discuss the status of the plaque
design. Mr. Bigler was waiting on final approval from us before he cast the plaque. Therefore,
staff felt it would be a good idea for the members to review his final illustration this meeting,
and if approved, we can view a finished plaque at our June meeting.
Notes on Battlefield Preservation efforts
As you were made aware at a previous meeting, the County and the City established a Civil War
Task Force to conduct battlefield planning. In the Fall of 1993, the Task Force received
Partnership Funding from the National Park Service's American Battlefield Protection Program
to fund a portion of the Frederick County and Winchester Battlefield Vision and Plan Project.
It is the mission of the Battlefield Task Force to conduct a comprehensive evaluation of Civil
War sites in the area, produce a strategic plan for a system of battlefields and other historic open
space and sites, to preserve the heritage of our community, to promote tourism, and to provide
educational opportunities.
The Task Force divided the local battlefield sites into two categories: target battlefield sites and
other sites. They are as follows:

*The Grim Farm (1st and 2nd Kernstown)
*The Caleb Heights, Hackwood, and possibly other adjoining property
(3rd Winchester)
*The Star Fort site and immediate environs (2nd Winchester)
*Stephenson's Depot
*Cedar Creek

At this point, the Task Force has selected a consultant to assist in the development of a vision
plan and the staff is in the process of finalizing the Battlefield Sites Inventory, which contains
information on land use, zoning, troop movements, topography, vegetation, and written
descriptions for each site.
Notes on Work Program and Priorities
From the notes Ron Lilley left the staff, the HRAB discussed several items they would like to
pursue. These items included tax incentive proposals, developing bonus provisions for
developments accomodating historic sites, considering other incentives for preservation, looking
into a revolving fund for purchasing and reselling sites, and further administration of the plague
program We can discuss this at our meeting.
