DATE: September 1, 1993
The Historic Resources Advisory Board is holding the public informational meeting on
the State and National Registers on Tuesday, September 7th, at 7:30 pm at the County
School Administration Building (1415 Amherst Street, next to James Wood School).
There will be nametags for HRAB members and other officials ready at the meeting.
Please make sure you get yours.
Please let me know if you are unable to attend. We will not have another meeting until
October 19th.
The following items related to the agenda for the meeting, and as follow up to our
August meeting, are enclosed. Please review these in preparation for our meeting:

Agenda items:
1. Recap of the VDHR review of Frederick County properties
Staff had not heard the outcome of the VDHR review of the properties deemed
probably eligible for inclusion on the State and National Registers, but noted
plans to send a notice about the September Informational Meeting to all who
were considered probably eligible by the VDHR staff. This would apply to the
archaeological properties presented to VDHR by Warren Hofstra as well.
2. Preparation for the September Public Meeting
Ray Ewing asked that the notice to property owners about the meeting include a
sentence explaining that the VDHR review was a progressive step of the Rural
Landmarks Survey (not a nomination of the property by the County...), which was
agreed to.
It was suggested that slides of the existing National Register Buildings in the
County be available for presentation purposes and that possibly slides of the
candidate sites should be available. Staff agreed to coordinate that. Other
suggestions included having refreshments available for the meeting and having
nametags for County/State officials there.
3. Plaque program status report and discussion
Staff reported that the Board of Supervisors approved the plaque design
forwarded by the HRAB. Mary Jane Light suggested having the same design
done in an oval format for comparison, before going further towards actual
production. Staff agreed to try to have such a format worked up that members
could consider at the September 7th meeting.
There was some discussion of pricing for the plaques and questions arose about
whether a price somewhat above actual cost should be charged to fund other
preservation initiatives and whether plaques should be provided free of charge for
the properties already on the National Register. It was agreed that this could be
discussed at the next full meeting.
4. Training for Slide Show Presentation
The slide show was reviewed, noting the names and general locations of the
places in the slides. Members agreed that an introductory statement about the
presentation should include a very brief history of the County and note that the
purpose of the presentation is educational and that there are some significant
resources, such as Rose Hill, that have been lost to development in recent years.
Anticipated questions and suggested answers discussed were:
What can our group do in response to this presentation? If you'd like to
see these resources preserved, you can tell your Supervisor that. That will
help them to understand the level of support for such policies. Also, there
are groups that are working to physically restore such resources, and they
could use skilled craftsmen to help with that work.
Staff agreed to develop the appropriate answer to a question about what is
currently in place in terms of preservation policy and have such information ready
to accompany the slide show.

Plaque Program
Per our August discussion, members can briefly review and comment on a modification
of the proposed plaque design, so staff can continue with production.

Every year, the Preservation Alliance of Virginia honors individuals, groups, businesses and
organizations who have made an important contribution to preservation efforts in the
Commonwealth through our annual Virginia Preservation Awards. The deadline for nominations
is September 30, 1993. These awards will be presented at the Annual Membership meeting on
November 12, 1993 and the winners will also be recognized at the annual Virginia Preservation
Reception.
Awards and Criteria: Each year, the Alliance will present up to five awards, to include:
The Katherine Glaize Rockwood Distinguished Preservationist Award, given to an individual
or group for excellence over the years in preservation and restoration activities, for their
commitment to saving Virginia's historic and cultural resources, for their willingness to take risks,
and for the impact of their work on the public at large.
Up to four Preservation Awards to individuals, businesses, organizations, or government agencies
for their commitment to preservation in the Commonwealth. Examples of projects or work to be
recognized include:
Restoration of a Historic Property Archaeology
Adaptive Use/Appropriate Development Affordable Historic Housing
Preservation & Community Development Heritage Education
Government/Public Service Preservation Planning
