At a Regular meeting of the Board of Supervisors for Frederick County,
Virginia, held'at the Court House thereof on Monday November the 7th, 1938.
PRESENT: C. I. Brumback, Chairman, Phil H. Gold, W. H. Braaner, C. M.
Rosenberger, E. W. Adams, Harry L. McCann, Treasurer, F. W. Pingley, Game Warden, and Lee
N. Whitacre, Commissioner of the Revenue.
MIN UTES OF PREVIOUS MEETING
The minutes of the previous regular meeting were read and approved.

Harry L. McCann, Treasurer, made his report and the same was approved.,

Mr. T. W. Russell, Superintendent of the County Home made his report
and the same was unanimously approved.
Mc CUNE ROAD # 626
Whereas certain parties have written to the Board asking for the
abandonment of certain portions of Route #626, and other parties have protested against th
same, the Board defers the matter until a later date when all parties will be notified and
a public hearing will be held to ascertain the advantages or disadvantages as to the re-
quest of the parties concerned.
C OUNTY HOME
J. M. Massey communicated with the Board for position as caretaker for
the County Home and the Committee reported to the Board that they had previously made
arrangements with the present caretaker, T. W. Russell, for another year.
GR OCERY ORDERS
On motion, it is ordered that the Superintendent of Public welfare be
permitted to issue emergency grocery orders not to exceed $25.00 per month for poor reli
to persons whose need is immediate and who have not yet been approved by the Board of Publ
Welfare.
Bills totaling $3392.75 were approved and ordered to be paid from the
eral County Fund by Checks Nos. 3281 to 3355, inclusive.
Sheep Claims totaling $81.90 were approved and ordered to be paid from
the Dog Fund by Checks Nos. 284 to 289, inclusive.
It is ordered that the Board do noww adjourn.

BOARD AND SANITARY GROCERY CORPORATION
The Meeting was called for the purpose to consider a lease between the
Board of Supervisors and the Sanitary Grocery Corporation, and Commonwealth Attorney,
B. P. Harrison is directed to draw a lease to be presented to the Sanitary Grocery
Corporation for their approval.
RECOMMENDATION FOR SURVEYOR
On motion, A. J. Tavenner is unanimously recommended to the Judge of the
Circuit Court for appointment of County Surveyor.
Resolved that at the January 1939 Meeting this Board will formally

MINUTES OF PREVIOUS MEETINGS
The minutes of the Regular Meeting of November 7, 1938,
and the minutes of the Special Meeting of November 14, 1938, were read and approved.
IMPROVEMENT OF HIGHIJAY NO. C 706
The following resolution was adopted:
Whereas, the Commonwealth of Virginia through the Department of
Highways has prepared and submitted plans to this Board for the improvement of a section
of the State Secondary System of Roads No. C 706, and
Whereas, it is the desire of this Board that said road be improved
in accordance with said plans.
Now therefore, be it resolved: That this Board hereby approves the
above mentioned plans and requests the Said Department of Highways to proceed with said
construction in accordance with these plans, and the said Board further hereby agrees to
and does guarantee a 30 -foot right of way, 15 feet lying on either side of and adjacent to

the centerline as shown on said plans, in addition to the additional widths required for
cuts, fills and channel changes which may be required.
It is further understood, however, that the said Department of
Highways, at its expense, will move and relocate any existing fences, or fence the right
of way on any new location through property which may now be under fence, and will also
remove any obstructions which may be within the said right of way.
TRANSFER OF FUNDS FROM 657 TO ROUTE 671
Whereas, Highway Engineer, W. C. Poston, came before the Board and
reported that he was short in tho amount of $3375.00 to complete Route 671 from White
Hall to Greenspring; and in order to complete the construction of this piece of road and
on motion of P. H. Gold seconded by W. H. Branner that the sum of $3375.00 be transferred
from Route 657(the Senseney Road) to Route 671 for completion of this road, the said
motion was unanimously carried.
REPORT OF I. FRED STINE, COUNTY AGENT
I. Fred Stine, County Agent, presented his report, and the same was
unanimously approved.
REAPPOINTIENT OF I. FRED STINE AS COUNTY AGENT
On motion of C. W. Rosenberger seconded by Phil H. Gold, it was
moved that I. Fred Stine be reappointed as County Agent, and the said motion was
unanimously approved.
SIXTEEN REPRESENTATIVES OF COUNTY REQUEST REAPPOINTtENT OF I. FRED STINE AS COUNTY AGENT
Sixteen representative farmers of Frederick County came before the
Board asking fo'r the reappointment of Mr. I. Fred Stine as County Agent.

T. W. Russell, Superintendent of the County Home, presented his
report and the same was unanimously approved.

Miss Madeline Blair, Home Demonstration Agent, presented her report,
and the same was unanimously approved.

It was ordered that the note for $5000.00 payable to The Commercial
and Savings_Bank be paid.
Bills totaling $ 8205.47 were approved and ordered to be paid from
the General County Fund by warrants Nos. 3356 -3548, inclusive
