August 10 2022 Board Work Session Minutes 26 MINUTES WORK SESSION FREDERICK COUNTY BOARD OF SUPERVISORS WEDNESDAY, AUGUST 10, 2022 5:00 P.M. BOARD ROOM, COUNTY ADMINISTRATION BUILDING 107 NORTH KENT STREET, WINCHESTER, VIRGINIA ATTENDEES Board of Supervisors: Charles S. DeHaven, Jr., Chairman; J. Douglas McCarthy, Vice Chairman; Robert W.Wells; Blaine P. Dunn;Judith McCann-Slaughter; Shawn L. Graber; and Josh E. Ludwig. Staff present: Michael Bollhoefer, County Administrator; Jay E. Tibbs, Deputy County Administrator; Roderick B. Williams, County Attorney; Karen Vacchio, Public Information Officer; Wyatt Pearson, Planning Director; Steve Majchrzak, Fire Chief; Cheryl Shiffler, Finance Director; Lenny Millholland, Sheriff; Jennifer Place, Risk Manager/Budget Analyst; Scott Varner, Director of Information Technologies; Missi Neal, Purchasing Manager; Bill Orndoff, Treasurer;Tamara Perez, Director of Emergency Communications; and Ann W. Phillips, Deputy Clerk to the Board of Supervisors. CALL TO ORDER Chairman DeHaven called the meeting to order at 5:00 p.m. DISCUSSION—FUNDING OF THE LAUREL CENTER Faith Power, Executive Director of the Laurel Center, provided an overview of services offered by the Laurel Center and discussed recent funding cuts which have resulted in the Center's funding request for the current fiscal year being higher than usual. The Board and Ms. Power discussed the Center's services and funding options. Minute Book 48 Board of Supervisors Work Session of August 10, 2022 County of Frederick, Virginia 27 DISCUSSION— FUNDING OF LAUREL RIDGE COMMUNITY COLLEGE Kim Blosser, president of Laurel Ridge Community College, reviewed the budget adopted by the Laurel Ridge Community College Board. She noted that 51% of Frederick County's contribution goes toward scholarships for students from the County. The Board and Dr. Blosser discussed the difference between the College's operating budget and the College Board's budget. Dr. Blosser confirmed that no local tax dollars were spent on changing the name of the school from Lord Fairfax Community College to Laurel Ridge Community College. PRESENTATION—STRATEGIC PLAN OF THE SHERIFF'S OFFICE Sheriff Lenny Millholland briefed the Board on the current status and future plans for the Sheriff's Office. By consensus, the Board agreed to discuss additional funding for new positions in the Sheriff's Office, as well as funding for the Laurel Center and Laurel Ridge Community College, at the September 14 Work Session.
