Perkins, AICP, CZA, Assistant Director RE: April 9, 2018 Meeting DATE: April 2, 2018 The Frederick County Comprehensive Plans and Programs Committee (CPPC) will be meeting on Monday, April 9, 2018 at 7:00 p.m. in the first-floor conference room (purple room) of the County Administration Building, 107 North Kent Street, Winchester, Virginia. The CPPC will discuss the following agenda items: AGENDA 1. Saint Paul on the Hill Property The Board of Supervisors adopted a resolution directing Staff to undertake a land use study to evaluate the future land use of the Saint Paul on the Hill property located on Senseny Road. It is requested that the CPPC evaluate this request and provide a recommendation to the Planning Commission and Board of Supervisors. 2. Other Access to this building is limited during the evening hours. Therefore, it will be necessary to enter the building through the rear door of the four-story wing. Committee members and interested citizens are encouraged to park in the County parking lot located behind the County Office Building or in the joint Judicial Center parking lot and follow the sidewalk to the back door of the four-story wing. CEP/pd Attachments MEMORANDUM Item 1 Saint Paul on the Hill Property At their March 14, 2018 meeting, the Board of Supervisors adopted a resolution directing Staff to undertake a land use study to evaluate the future land use of the Saint Paul on the Hill Property. The subject property contains 4.971 acres and has an address of 1527 Senseny Road and is identified with Property Identification Number 54-A-128. The property is designated in the Senseny/Eastern Frederick Urban Area Plan of the 2035 Comprehensive Plan for institutional land use with environmental resources. The institutional land use is reflective of the existing church located on the property. Land uses surrounding the subject property include institutional, residential and Urban Center. The property is located within the Sewer and Water Service Area (SWSA) and the Urban Development Area (UDA). The Applicant is requesting to change the future land use from institutional to Urban Center. Urban Center designation currently exists east of the subject property and across Senseny Road to the south. Please find attached a copy of the approved resolution, a location map which depicts the long-range land use for the area as shown in the Senseny/Eastern Frederick Urban Area Plan and information provided by the Applicant for this request. It is requested that the CPPC evaluate this request and provide a recommendation to the Planning Commission and Board of Supervisors.
