The Frederick County Comprehensive Plans and Programs Committee (CPPC) will be
meeting on Monday, September 14, 2015 at 7:00 p.m. in the first floor conference
room (purple room) of the County Administration Building, 107 North Kent Street,
Winchester, Virginia.
The CPPC will discuss the following agenda items:
AGENDA
1. 2035 Comprehensive Plan Update – Land Use Analysis. Staff will provide a
review of the Land Use Analysis prepared for the first phase of the update; the
review and update of Appendix I – Background Analysis and Supporting Studies.
This is the third item for the CPPC’s review following our discussion of the
Demographic Analysis and the initiation of the 2035 Comprehensive Plan Update
at the July meeting and the Economic Analysis at the August meeting.
2. Other.
Access to this building is limited during the evening hours. Therefore, it will be necessary to enter the building through the rear
door of the four-story wing. Committee members and interested citizens are encouraged to park in the County parking lot located
behind the County Office Building or in the joint Judicial Center parking lot and follow the sidewalk to the back door of the four-
story wing.

2035 Comprehensive Plan Update; Land Use Analysis.
Land Use Analysis
The following attached information, the Land Use Analysis prepared for the third phase of the
update; the review and update of Appendix I – Background Analysis and Supporting Studies, is
provided for the CPPC’s review. This information was put together with the assistance of Kirstin
Twardon, GIS Technician, Planning and Development.
This is the third part of Phase 1 of the update to the 2030 Comprehensive Plan, the 2035
Comprehensive Plan. As you are aware, the Frederick County Planning Commission and the
Comprehensive Plans and Programs Committee (CPPC) will be undertaking the 5-year review
and update of the 2030 Comprehensive Plan over the next 12 months. It is the goal to complete
the update by the spring of 2016. The CPPC initiated this effort at your July 2015 meeting with
the review of the Demographic Analysis Section. At your August meeting, we reviewed the
Economic Analysis information that was prepared with the assistance of Mr. Patrick Barker,
Executive Director, Frederick County Economic Development Authority.
As we did previously, Staff has prepared a draft update to the relevant part of Appendix II, in this
case Land Use Analysis, and presents them to the CPPC for their review and endorsement during
the corresponding month. This phase of the Update is to be completed by September 30, 2015.
Therefore, we will be moving into the next phase of the project, the CPPC and Panel/Group
review of the Plan, during the remainder of the month and leading in to your next meeting
scheduled for October 12, 2015. It is anticipated that this will take a couple of months to
complete. The CPPC’s participation in Phase 2 will be more significant and will involve leading
the various panels/groups through their review of the relevant sections of the 2035 Plan Update.
With regards to the land use analysis, the Planning Area Analysis has been completely
overhauled to provide detailed land use information in a way that is based on the County’s Area
Plans. Therefore, the Planning Area Analysis is more directly tied to the 2030 Comprehensive
Plan, and the 2035 Update. The land use analysis looks at; the existing, planned, and potential
residential units, the current zoning breakdown, and the future land use plan. This is all
structured around each of the Area Plans so it is easier to understand the general land use
dynamics and analyze the impacts associated with the future land use plan each area plan, and
when combined together, the whole of the County’s Urban Areas. This is particularly useful
when evaluating the balance between land uses to determine how fiscally balanced the County is
presently, and where it will be in the future, based on the 2035 Comprehensive Plan.

The number of vacant lots within the R5 zoned residential communities in the western portion of Frederick
County, outside the UDA. These communities (Lake Holiday, Shawneeland, and Wild Acres) contain a total of
7,917 recorded lots.
The number of vacant lots within The Shenandoah development, which is located outside the Urban
Development Area on the south side of Fairfax Pike; however, the proximity of the UDA will directly impact
land development decisions in the county's development area. The Shenandoah MDP calls for 593 age-
restricted and 1,537 traditional residential units in a community of 2,130 total residential units on 926.26 acres.
