The Frederick County Comprehensive Plans and Programs Committee (CPPC) will be
meeting on Monday, October 12, 2015 at 7:00 p.m. in the first floor conference room
(purple room) of the County Administration Building, 107 North Kent Street,
Winchester, Virginia.
The CPPC will discuss the following agenda items:
AGENDA
1. 2035 Comprehensive Plan Update – Phase 2. The three-phase approach to the
update now moves into Phase 2, the CPPC and Blue Ribbon Group review and
update of key sections of the Plan. The focus will be on the Urban and Rural
Areas, Residential Development and Business Development sections of the Plan.
Identified community members, several of whom participated in the 2030
Comprehensive Plan, are invited to participate in this meeting which Staff and
members of the CPPC will facilitate.
2. Other.
Access to this building is limited during the evening hours. Therefore, it will be necessary to enter the building through the rear
door of the four-story wing. Committee members and interested citizens are encouraged to park in the County parking lot located
behind the County Office Building or in the joint Judicial Center parking lot and follow the sidewalk to the back door of the four-
story wing.

Item 1 - 2035 Comprehensive Plan Update, Phase 2
The three-phase approach to the update now moves into Phase 2, the CPPC and Blue
Ribbon Group review and update of key sections of the Plan. The focus will be on the
Urban and Rural Areas, Residential Development and Business Development sections of
the Plan.
The format of the CPPC meeting will be modified to allow facilitated group
discussion and input with those community members participating in the effort.
Staff and members of the CPPC will facilitate this meeting.
It is anticipated that this format and group set up will meet on several occasions over the
upcoming weeks to review, provide input, and offer updates to the sections of the Plan.
Several of the identified community members, participated in the 2030 Comprehensive
Plan, are invited again to participate in this meeting and the early stages of the 2035
update to the Comprehensive Plan.
The Transportation, Natural Resources, Historical Resources, and Public Facilities
sections of the Plan will be reviewed by the appropriate Boards and entities over the next
couple of months in a parallel effort that will also conclude at the end of 2015.
Staff will provide an overview of the key sections of the Plan, including the Urban Areas,
Rural Areas, Residential Development, and Business Development. For the benefit of the
CPPC, and for those participating and interested citizens, Staff will provide additional
links to each current Chapter of the Comprehensive Plan, and links to the draft version of
Appendix II - Background Analysis and Supporting Studies for the 2035 Comprehensive
Plan.
