The Frederick County Comprehensive Plans and Programs Committee (CPPC) will be
meeting on Monday, February 09, 2015 at 7:00 p.m. in the first floor conference
room (purple room)of the County Administration Building, 107 North Kent Street,
Winchester, Virginia.
The CPPC will discuss the following agenda items:
AGENDA
1.Election of Officers
2.Kernstown Area Plan –Following on from the CPPC’s initial discussion of this
item at your December 2014 meeting, the CPPC will be updated on the
preliminary efforts of this planning effort to include the draft mapping and the
interesting approach to the Historic Resources, Natural Resources, and
Community Facilities portion of the Kernstown Area Plan. This will be a
precursor to the discussion of this item at the Planning Commission Retreat.
3.Other
Access to this building is limited during the evening hours. Therefore, it will be necessary to enter the
building through the rear door of the four-story wing. Committee members and interested citizens are
encouraged to park in the County parking lot located behind the County Office Building or in the joint
Judicial Center parking lot and follow the sidewalk to the back door of the four-story wing.

Item 2
The Kernstown Area Plan looks to update/renew/expand the land use and transportation
plans for the Kernstown area, generally located along Route 11, south of the City of
Winchester and north of the Town of Stephens City, and west of I-81. This effort will
utilize the previously adopted area plans (Southern Frederick Land Use Plan and Route
11 South Corridor Plan) as a basis to build upon and would integrate the C/I opportunities
and the areas of mixed use with future transportation plans.
Please find attached to this agenda the following four maps:
• Kernstown Area Plan – Aerial Map
• Kernstown Area Plan – Current Land Use
• Kernstown Area Plan – Transportation with Trails Map
• Kernstown Area Plan – Historic and Natural Resources Map (to include
Community Facilities)
In addition, please find attached excerpts from the aforementioned Southern Frederick
Land Use Plan and Route 11 South Corridor Plan. With regards to the Southern Frederick
Land Use Plan, only the western portion of the land use plan is still relevant, that area to
the west of Interstate 81. The area east of Interstate 81 was previously incorporated into
the Senseny/Eastern Frederick Urban Area Plan.
