CALL TO ORDER
The Comprehensive Plans & Programs Committee (CPPC) meeting was called to order at 7:00
PM by Chairman Chris Mohn.
Mr. Mohn turned the meeting over to Mr. Ruddy to discuss Item 1.
Item 1.
Kernstown Area Plan – The CPPC will be updated on the preliminary efforts of the Kernstown
Area Plan effort. This will be a follow up to the discussion of this item at the Planning
Commission Retreat.
Mr. Ruddy provided an overview of the Kernstown Area Plan progress to date.
The CPPC members discussed that the SWSA line was an indication of intent for future
development. However, changing the SWSA would not guarantee the approval of a rezoning in
the future. Transportation in the area would be a big consideration in future land use decisions.

Meeting Minutes
April 13, 2015
The CPPC members expressed that it would be wise to include all the property in the quadrant
in the SWSA modification request and to clean up the lines consistent with property lines. They
stated this could be trimmed at a later stage of the process is capacity was an issue.
The CPPC felt this application warranted further study and recommended that the proposed
SWSA boundary take into consideration all properties in this location that have a commercial
or industrial future land use designation.
At this time, no changes to the proposal are anticipated. Further discussion with VDOT is
anticipated as this request continues through the process.
Item 2.
Land Use Planning and SWSA/UDA coordination – A discussion on the coordination between
the Comprehensive Plan and the future infrastructure requirements of the sewer and water
service areas.
In anticipation of the discussion of this item at the upcoming Planning Commission Retreat, no
discussion was held on this item at the CPPC meeting.
Following the discussion of these items, the meeting adjourned.
