The Frederick County Comprehensive Plans and Programs Committee (CPPC) will be
meeting on Monday, November 10, 2014 at 7:00 p.m. in the first floor conference
room (purple room) of the County Administration Building, 107 North Kent Street,
Winchester, Virginia.
The CPPC will discuss the following agenda items:
AGENDA
1. CPPA #01-14, Blain Properties Sewer and Water Service Area (SWSA)
Inclusion; Parcels 33-A-113 and 33-A-124. A change to the SWSA boundary to
include approximately 433 additional acres in the vicinity of the Blain properties
to the SWSA. This property is currently designated with a commercial and
industrial land use. The properties are located in the Stonewall District.
2. Other
Access to this building is limited during the evening hours. Therefore, it will be necessary to enter the
building through the rear door of the four-story wing. Committee members and interested citizens are
encouraged to park in the County parking lot located behind the County Office Building or in the joint
Judicial Center parking lot and follow the sidewalk to the back door of the four-story wing.

Proposed amendment.
Attached you will find a map indicating the proposed modification of the SWSA
which results in approximately 433 additional acres being included in the SWSA. In
addition, locator maps and the application have been included. Additional
properties have been identified in the map for inclusion in the SWSA.
Background
The Planning Department received one Comprehensive Policy Plan Amendment (CPPA)
request by this year’s June 1, 2014 deadline.
CPPA #01-14, Blain Properties Sewer and Water Service Area (SWSA)
Inclusion; Parcels 33-A-113 and 33-A-124.
A 97.55 acre change to the boundary of the Sewer and Water Service Area
(SWSA) to include the above parcels. The current land use classification of the
properties is commercial and industrial. The property is located on the west side
of Interstate 81, south of Cedar Hill Road (Route 671) and north of Hopewell
Road (Route 672), north of Exit 321 interchange of Interstate 81in the Stonewall
Magisterial District.
The Comprehensive Plans and Programs Committee reviewed this request at their June 9,
2014 meeting. The CPPC felt that this application warranted further study and
recommended that the proposed SWSA boundary take into consideration all properties in
this location that have a commercial or industrial future land use designation.
Summary of CPPC Discussion:
Mr. Oates made a brief presentation of the application and stated that the desire
of his client was to set up the property for future development, either by himself or
in conjunction with a developer.
The CPPC members discussed that the SWSA line was an indication of intent for
future development. However, changing the SWSA would not guarantee the
approval of a rezoning in the future. Transportation in the area would be a big
consideration in future land use decisions.
The CPPC members expressed that it would be wise to include all the property in
the quadrant in the SWSA modification request and to clean up the lines
consistent with property lines. They stated this could be trimmed at a later stage
of the process if capacity was an issue.
CPPA#01-14 was presented to the Board of Supervisors and Planning Commission as a
discussion item at an August 12, 2014 work session. Direction was received at this work
session to move forward with the request with the properties in the general area being
included.
