CPPC 08-26-13 Meeting Agenda Item 1 Discussion - Public Facilities and the 2030 Comprehensive Plan. Amended 2013-2014 Capital Improvements Plan (08/14/13): County Administration Project Priority List PRIORITY 4 County/School Board Administration Building Description: This new project consists of a County/School Board Administration Building to be located generally in the County’s Urban Development Area. Capital Cost: TBD Justification: The inclusion of this capital facility will allow for improvements to general governmental facilities and services for the benefit of the residents of Frederick County and will meet the increasing need for office space, meeting space, and government services in an accessible location. Construction Schedule: TBD 2030 Comprehensive Plan Neighborhood Design principles are intended to be an effective growth management tool for the County’s Urban Areas. These principles provide for a more sustainable form of development focused on creating a sense of community. Future development within the Urban Areas will be based upon the following: • Mix and integration of a variety of uses • Mix and diversity of housing opportunities • Increased density in an urban form • Walkability • Connectivity • Traditional neighborhood structure • High quality architecture and urban design • Sustainability and environmental quality • Smart transportation • Community focal points • Enhanced design and planning The Urban Areas; These areas should feature a variety of housing choices, high quality retail, community facilities as focal points, employment opportunities, and provide for land uses that are connected by an attractive, efficient, multimodal transportation system. The mixing of uses provides a greater choice in mobility. Further, focusing development around walkable centers affords people the opportunity to work, live, shop, and play in locations that are near each other. POLICY: PROMOTE NEIGHBORHOOD DESIGN PRINCIPLES WITHIN THE URBAN AREAS. IMPLEMENTATION: • Promote the location of community facilities as focal points within identified strategic growth areas. CREATING COMMUNITY WITH PUBLIC FACILITIES By directing growth to the Urban Areas, through the UDA, the County can better direct services and community facilities to the citizens providing efficiency in community facilities including schools, parks, libraries and emergency services. At the same time, the County can better protect its Rural Areas and natural and cultural resources. To facilitate the growth and development in the UDA, and to ensure that the right kind of development is occurring in the appropriate places, the placement of future community services should be based on the following principles: • Mixing of various uses including schools, parks, and other county services. • Locating community facilities to serve as community focal points • Traditional development patterns. • High quality architecture and design, especially in public buildings and spaces. • Integrated community facilities that serve as community focal points. • Respect for and incorporation of natural and historic resources. -2- • Providing linkages between trails, parks, open spaces and public facilities to create connectivity a more walkable community. Public facilities, especially schools, parks and libraries, can provide focal points for walkable, mixed-use neighborhoods, intertwined with variety of housing, retail, and employment opportunities. Focusing development around walkable centers allows people to work, go to school, live, shop, and play in locations that are near each other. The location of public facilities and infrastructure and the thoughtful provisions for public spaces, recreational areas, and open spaces are essential to the creation of more walkable, livable communities. Collaboration between County agencies should continue to be a priority goal in order to ensure that the investment made in the County’s community facilities will continue to provide the best possible environment for positive and vibrant community growth. Public facilities, in particular schools, parks and libraries have a tremendous effect on how our community grows. There is an opportunity to improve the quality of the community by applying contemporary planning principles to public facility planning. In general, public facilities should serve as a focal point for the County’s Neighborhood Villages, Urban Centers and Rural Communities. These facilities are aimed at promoting more livable places and improving overall quality of life by building on and enhancing a sense of community. POLICIES/IMPLEMENTATION POLICY: IMPROVE SERVICES TO CITIZENS THROUGH THE EFFICIENT PROVISION OF COMMUNITY FACILITIES. IMPLEMENTATION: • County Administration facility to provide citizens with accessible services. • Located within the Urban Development Area. • Further the goals of the 2030 Comprehensive Plan. Creating community with public facilities.
