Ruddy, AICP, Deputy Director .000� RE: November 14, 2011 Meeting DATE: November 8, 2011 The Frederick County Comprehensive Plans and Programs Executive Committee (CPPC) will be meeting on Monday, November 14, 2011 at 7:00 p.m. in the first floor conference room (purple room) of the County Administration Building, 107 North Kent Street, Winchester, Virginia. The CPPC will discuss the following agenda items: AGENDA 2012-2013 Capital Improvements Plan The CPPC will review this year's CIP and provide input to the Commission and Board of Supervisors. 2. CPPA #01-11, Tasker Road - Parcel 86 — 11.35 acre change in Land Use Classification from Institutional to Residential. The property is located on the east side of Tasker Road and north of Rutherford Lane, approximately 0.7 miles south of 1-81 exit 310 interchange. 3. Other Access to this building is limited during the evening hours. Therefore, it will be necessary to enter the building through the rear door of the four-story wing. Committee members and interested citizens are encouraged to park in the County parking lot located behind the County Office Building or in the joint Judicial Center parking lot and follow the sidewalk to the back door of the four-story wing. The CPPC will review this year's CIP and provide input to the Commission and Board of Supervisors. The Comprehensive Plans and Programs Committee (CPPC) Executive Committee will be reviewing and discussing the 2012-2013 Capital Improvements Plan (CIP). Similar to last year's CIP, a variety of modifications to previously endorsed requests have been prepared by the various County agencies and departments. Three new capital project requests have been made. Representatives from the various agencies and departments will be attending the meeting to discuss their requests with the CPPC. Staff will provide a short summary of this year's CIP and, similar to in previous years, has compiled a table outlining each of the project requests. The table is attached to this agenda item. The role of the CPPC in this meeting will be to review the project requests in the context of the current Comprehensive Policy Plan to ensure that the requests are consistent with the adopted Plan. Copies of the Individual Project Description and Justification Forms that have been submitted by the Fredrick County Department of Public Works, Parks and Recreation Department, Handley Regional Library, Frederick County School Board, Frederick County Fire and Rescue, including individual company requests, Winchester Regional Airport, and the Frederick County Transportation Committee are also available in a digital format. These have not been included with the agenda in an effort to reduce the size of the agenda, but will be available at the CPPC meeting and can be forwarded to you prior to the meeting if you would like to see a particular project. Staff has compiled maps of the planned public facility locations that are consistent with those approved in last year's CIP. Only those facilities for which there is a specific or generalized location are mapped. The map element, if endorsed by the CPPC and ultimately adopted by the Board of Supervisors, would satisfy the Code of Virginia requirement for the 15.2-2232 Review. CPPA Name of Request I Magisterial Type of Request Proposal Acreage Number District #01-11 TASKER ROAD Shawnee Change in land use Institutional - Residential 11.35 - Parcel 86 designation CPPA Request Current land use classification - Institutional The Frederick County Zoning Ordinance defines institutional use as follows: INSTITUTIONAL USE A nonprofit or quasi -public use or institution, such as a church, library, public or private school, hospital or municipally owned or operated building, structure or land used for public purposes. Proposed land use classification — Residential The Frederick County Zoning Ordinance enables a broad variety of residential housing types within the residential zoning districts. The 2030 Comprehensive Plan, Residential Development Chapter, provides the following future focus for residential development. This future focus is further guided by several policies and implementation methods. FUTURE FOCUS Future residential growth in Frederick County is anticipated to continue and expand. The County must ensure that land use policies are established to adequately direct and shape that growth to guarantee that it is positive for the community and located in areas that are capable of accommodating that growth. While new residential growth is expected in both the rural areas and the urban areas, new residential growth should be focused primarily with the urban areas of the County. The UDA is better able to accommodate higher density growth and is able to provide public services to those new residents. The County should continue to establish policies which result in high quality residential neighborhoods that are able to accommodate a growing population and expanding workforce. Such residential development should be comprised of a mixture of housing types and lot sizes to provide options for a range of lifestyles and incomes. The land use policies of the Urban Areas will further guide this residential development and community growth. In the Urban Area, the long-terin livability of residential neighborhoods will be enhanced by sustainable development practices that incorporate the principles of Neighborhood Design and Green Infrastructure elements into the community. CPPC 08/08/11 The CPPC initially evaluated the request and discussed the following issues: • Transportation - Access to Tasker Road and Rutherford Lane. • Compatibility of Uses — Adjacent residential properties, commercial uses, and institutional uses. • Design Standards — Visibility from Tasker Road and Interstate 81 and integration with adjacent uses. • Potential Impacts — Impacts on resources, infrastructure, and community facilities. The CPPC expressed significant concern regarding access to this site directly from Tasker and Rutherford Lane and stated that further study of the access elements of this request is warranted, including a review and input from VDOT. VDOT's perspective would provide additional insight as to the appropriate way to access this site, either through the existing adjacent state roads or through the adjacent properties. Area Land Use Engineer CPPC 11/14/11 The CPPC will continue their evaluation of the request resulting in the potential endorsement of the above request to the Planning Commission. Background The Planning Commission and Board of Supervisors held their respective discussions on the request at regularly scheduled meetings. Following the Commission's discussion and recommendation, the Board determined that this request warrants additional study and formal action through the public hearing process.
