Item 1— CPPA #05-06 Round Hill Center/National Lutheran Home
Senior Planner Susan Eddy gave an overview of this application. She noted that the application
had been revised to exclude a UDA expansion and was now solely a SWSA expansion request.
(Members David Frank and Chris Mohn recused themselves from discussion of this application.)
Mr. Richie Wilkins, one of the applicants, gave an overview of the changes proposed. He stated
there would be no housing outside of the National. Lutheran home project.
Mr. Frank McGovern, with the National Lutheran Home in Maryland, described the existing
National Lutheran Home. The proposed project would be a mix of care and non -care units.
Some of the mix would be market drive. In the beginning, the nursing home component would
be small. There might be 150-450 units. The project might have smaller group homes instead of
one large institution. All land would be owned by the National Lutheran Home.
Member Jim Golladay stated that the County's plan had always been to restrict housing on the
west side of Route 81/Route 37. This had been consistent for 40 years. He was ok with
commercial or medical support, but not residential.
Chairman John Light voiced the view that the National Lutheran Home was residential, just
being called something else. He did not want to see single family units. He was concerned
about transportation and brought up a future connection to Route 522.
Member George Kriz thought that ownership of all land by National Lutheran Home was an
important point.
Members Sue Teal and Marge Copenhaven were very supportive of the Lutheran Home concept.
The elder care industry is evolving in new directions.
Member Gary Oates suggested limiting the number of non -care units. He was supportive of an
additional entrance on Route 50.
Member Kriz was not supportive of growth north of this site.
All members were supportive of a full interchange at the hospital/Route 37.
Chairman Light was open to MS district uses.
Member Golladay still had reservations about setting a precedent with residential uses.
Action was postponed as Members wanted more information about the MS ordinance, water,
sewer, transportation, etc.

Item 2 — CPPA 406-06 Clearview
Planner II Candice Perkins presented the application. Mr. Ty Lawson, representing the
applicant, stated that the applicant would proffer age -restricted housing at the rezoning stage, as
this has a lesser impact on the County. Mr. Lawson stated that some Supervisors were seeking a
commercial component, likely behind the rest area.
Member Gary Oates noted that only the resident of this development would ever access this
commercial area, so it was not likely to be commercially viable.
Mr. John Lewis, also representing the applicant, noted that the rezoning would proffer a
maximum of 430 units. He stated that the Comp Plan called for commercial development near
the interchange. He said the applicant would improve the western section of Waverly Road and
that the residents would not use the eastern end of Waverly Road, closer to the interchange.
(Member Gary Oates recused himself from this item when the discussion turned to the
commercial development at the interchange.)
Member Jim Golladay was against residential development west of Route 81. This was the
wrong place for houses. Member George Kriz pointed out that this site was not contiguous to the
UDA. Member Chris Mohn said this needed to be considered in context with its surrounding
developments, which were rural large lots.
Members were unanimously not supportive of this application.
Planner Eddy advised that this application would go to the PC as a discussion item on November
1, 2006.
Item 3 - Update of the Urban Development Area (UDA) Study
Deputy Director Mike Ruddy reviewed for the group the draft UDA plan. Members were
pleased with the text. Member Golladay moved to recommend approval. Member Mohn
seconded the motion. Approval was unanimous.
