In attendance were BOS Members Gary Dove, Barbara Van Osten and Chuck DeHaven
Senior Planner Susan Eddy welcomed new CPPS member David Frank, representing the Top of
Virginia Builders. Planner Eddy reminded the subcommittee members of the UDA work session
scheduled for January 17th at 11:00 am.
Item 1— Extension of the SWSA in the Round Hill Area
Senior Planner Susan Eddy distributed email correspondence from Wellington Jones, Engineer -
Director of the Frederick County Sanitation Authority, on the sewer and water networks and the
capacity to serve the Round Hill area.
Member Bob Morris questioned the timing of this application.
Supervisor Van Osten explained that she had been approached by a landowner who has a
property that is bisected by the SWSA and who is seeking to resolve this issue.
Supervisor Dove explained that he had been approached by Emmanuel Baptist Church. The
church wanted to construct an addition but had a failing drainfield.
CPPS members feared that a SWSA extension would cause many to seek a UDA expansion in
this area.
Supervisor Van Osten reiterated her wish to have the rural community centers studied in detail.
Supervisor Dove understood the capacity issues, but believed that the county should be serving
existing citizens before it served new subdivisions.
Supervisor Van Osten questioned who would pay to get service to existing residents.
Supervisor Dove believed that county taxpayers should pay some up -front costs.
CPPS Chairman Light remembered the detailed studies that had taken place in Stephenson and
Brucetown. Many residents in the early 1990's wanted water and sewer, but few could afford to
pay for service. Members could envision the residents of Stephenson and Brucetown
complaining if Round Hill received service before they did.
Supervisor Van Osten suggested that at minimum a SWSA adjustment take place to remove the
split SWSA on individual properties. That could be followed by a detailed RCC study.
CPPS Chairman Light wanted a new zoning district in Round Hill as called for in the Round Hill
Plan.
Supervisor Van Osten asked staff to get her information on Fauquier County's Rural Sanitary
Districts.
Supervisor Dove was agreeable to Supervisor Van Osten's suggestion that a small boundary
adjustment be made now and that further study take place to accomplish the wider SWSA
expansion.
CPPS Chairman Light reviewed al the studies that would need to take place. These included a
detailed land use plan, a new zoning district, a survey of residents and a sewer feasibility study.
Staff was directed to look into grants that pay for water and sewer extensions.
Member Morris made a motion to extend the SWSA west to the VDOT property and south to the
rail line. Studies would be required before any additional SWSA expansion takes place. The
motion was amended to include retraction of the UDA boundary to Route 37. The amended
motion passed unanimously.
Board members agreed to discuss the further studies as a priority at the planning retreat in
February.
