Item 1 Urban Development Area (UDA) Study
Deputy Director Mike Ruddy told the group that the joint work session with the CPPS, PC and
BOS would take place on august 29 at noon. The intent was to accommodate more growth in the
existing UDA and meld new text into the existing land use chapter of the comprehensive policy
plan. Other chapters, including transportation and public facilities, would be updated later. No
ordinance work would take place yet.
Deputy Director Ruddy then discussed the small are neighborhood plans that will need to be
undertaken. Some, such as Crosspointe will be urban, whereas others will have a more
neighborhood scale. Deputy Director Ruddy believed that the current boundaries were adequate
for now but that future expansions in key areas were long term.
Member David Frank thought there were too many centers. He supported the idea of a sense on
community outside of Winchester.
Member Al Omdorff explained that the School Department was studying a school clustering
option, like the pyramid plans in other jurisdictions.
Member John Light was most concerned about community facilities.
Members discussed the need to clearly state a UDA problem that was being solved by this study
in the joint work session.
Deputy Director Ruddy suggested Senseny Road and Route 277 as the first small area studies.
The meeting ended at 8:30 pm.
