The Frederick County Comprehensive Plans and Programs Subcommittee (CPPS) will be meeting on
Monday, August 14, 2006 at 7:30 p.m. in the Board of Supervisor's Room of the County
Administration Building, 107 North Kent Street, Winchester, Virginia. The CPPS will discuss the
following agenda items:

Access is limited during the evening hours. Therefore, it will be necessary to enter the building
through the back double doors of the Board of Supervisors Room, located in the rear of the new
addition of the County building. I would encourage committee members and interested citizens to
park in the County parking lot located in the rear of the building and follow the sidewalk to the
back double doors of the Board Room.

RE: UDA Study Update — 130S/PC Work Session

At the request of the UDA Working Group and the Comprehensive Plans and Programs
Subcommittee, a joint work session with the Board of Supervisors and the Planning Commission has
been scheduled to review the preliminary recommendations of the UDA Study. The work session
will be held on Tuesday, August 29, 2006 at 12:00 p.m.
The purpose of the work session with CPPS/PC/BOS is to provide a summary of the recent UDA
public input meetings, present proposed land use policy concepts, obtain feedback, and receive
direction from the Board of Supervisors.
The refinement of the proposed land use policy concepts of the UDA Study will be the focus of this
upcoming CPPS meeting. Staff will provide an overview of the proposed land use concepts that will
be presented to the Board and Commission. The CPPS's discussion and consideration of this item
will assist Staff in finalizing the details of the presentation in anticipation of the upcoming work
session.
In general, the UDA Study land use policy concepts are based upon the following generally agreed
upon concepts.
New Urbanism /Development Principles guiding the character of development in the UDA.
Neighborhood Centers / Urban Villages as focal points for community development within
the UDA.
Community Facilities located as focal points and fully integrated into the communities of the
UDA.
Following the four public input sessions held during the months of May and June, the UDA Working
Group continued to progress with the Urban Development Area Study. The public process was
helpful in providing additional input and feedback regarding the UDA Study from the community's
perspective. The Group also met with the representatives of the Handley Regional Library. Staff is
excited about moving into this phase of the UDA Study which seeks to reinforce proposed land use
policy concepts of the UDA Study. The CPPS's assistance will be valuable.
