CPPC 04-10-06 Meeting MinutesNotes of CPPS Meeting April 10, 2006 at 7:30 p.m.
Senior Planner Susan Eddy distributed member contact information sheets. She also informed
members that the new Comprehensive Policy Plan Amendment (CPPA) applications were
available and are due on June 1.
Item 1 Urban Development Area (UDA) Study Update
Deputy Director Mike Ruddy updated the group on the progress of the UDA study. The dates
and purpose of the upcoming public meetings was discussed.
Member George Kriz discussed his article for the Winchester Star's Open Forum.
Deputy Director Ruddy explained a newsletter for the UDA study that is being prepared. A map
will be included.
A discussion of density, (its meaning, context, schools, roads, and marketability) took place.
Quality of life was debated. Will people pay higher taxes for it? Does the Comp Plan address
quality of life?
Member Diane Kearns discussed interaction with the City of Winchester.
The timeframe of the Comp Plan was debated. Should it continue to be for the next 10 years or
should it be much longer?
Member Al Omdorff relayed school capacity issues based on current plans and emphasized
particular concerns with the rural areas.
There was much support for just dealing with the current UDA boundary. The growth of retirees
was discussed.
Member Gary Oates reminded the group to consider setting aside land for future industry.
Member Wilmot noted that the 60/40 split did not involve every property or even the UDA as a
whole. The SWSA needs to be considered.

Deputy Director Ruddy informed the group that a joint meeting of the CPPS and the
Transportation Committee will take place on Tuesday, April 25 at 10:00 a.m. The topic will be
rural transportation. Agenda packets will be mailed in advance. The UDA Working Group will
not meet on that day.
