CPPC 05-09-05 Meeting MinutesNotes of CPPS Meeting May 9, 2005, 7:30 p.m. CPPS Chairman John Light welcomed Mr. Paige Manuel to the CPPS. Senior Planner Susan Eddy informed committee members that a discussion of the rural areas would take place at the BOS meeting on Wednesday, May 11th. There would not be a staff presentation. Planner Eddy also reminded members that the 2005 Comprehensive Policy Plan Amendment deadline was June 1St. There would likely be a joint work session with the BOS/PC/CPPS on the amendment requests in July. Item 1— Bicycle Plan Deputy Planning Director Mike Ruddy presented an introduction to the bike plan. Several members were expecting greater details. Questions were raised about how to get developers to provide trails. Most agreed that additional text was needed. A discussion of types and definitions of path/trails/lanes took place. The term "multi -modal" was discussed. It was agreed that Member Morris would lead a small group in a more detailed look at the bike plan. Stakeholders would be included and Member Morris would report back to the CPPS at a later date. Item 2 — Tuscarora Trail Planner Eddy described the Tuscarora Trail and the stretch within Frederick County. Member Gochenour noted that grants were available for trail work. Planner Eddy showed a map and presented language for inclusion in the Comprehensive Policy Plan. Members were very supportive of inclusion in the Comp Plan. Member Kearns asked that text encouraging easements for viewsheds also be included. Members supported the additional text and recommended that the Tuscarora Trail be added to the Comprehensive Policy Plan at the next Plan update. Item 3 — Urban Development Area (UDA) Study Deputy Director Ruddy updated the committee on the progress of the UDA study. He informed members that a meeting with the School Department and Facilities Committee of the School Board would take place on May 17th at 11:00 am in the Conference Room. At the next CPPS meeting (June 13th) a UDA packet would be discussed for forwarding to the BOS. Members discussed ideas from other jurisdiction. Members also recommended resurrecting the Corridor Appearance Plan, which was never adopted. Mr. Gary Oates addressed the committee requesting that small RP subdivisions be examined in the UDA study.
