The Frederick County Comprehensive Plans and Programs Subcommittee (CPPS) will be
meeting on Monday, May 9`h, 2005 at 7:30 p.m. in the first floor conference room of
the County Administration Building, 107 North Kent Street, Winchester, Virginia, The
CPPS will discuss the following agenda items:
AGENDA
1) Bike Plan
2) Tuscarora Trail
3) UDA Study
Please contact the department if you are unable to attend this meeting.
Access to the County Administration Building for night meetings that do not occur
in the Board Room will be limited to the back door of the four-story wing. I would
encourage committee members to park in the county parking lot located behind the
new addition or in the Joint Judicial Center parking lot and follow the sidewalks to
the back door of the four-story wing. The door will be locked; therefore, please wait
for staff to open the door.

Bicycle Plan
The attached map shows the proposed bicycle plan. This has been endorsed by the Parks
and Recreation Committee. If ultimately adopted as an element of the Comprehensive
Policy Plan, it would replace the existing Frederick County Bicycle Plan.

Tuscarora Trail
The Tuscarora Trail is a 249 mile hiking trail situated generally along the mountain
ranges to the west of the Shenandoah and Cumberland Valley. It connects to the
Appalachian Trail in Shenandoah National Park and in Pennsylvania northeast of
Carlisle. The trail was completed in 1981.
Approximately 26 miles of the Tuscarora Trail is in Frederick County (see map attached).
Of this total, approximately 3.75 trail miles are on unprotected private lands and 1 I trail
miles are on public roads. Ongoing easement negotiations are taking place in the vicinity
of Gore, and if successful, the amount of trail miles on public roads will be reduced to 8.5
miles.
In Virginia, where the Tuscarora Trail was formerly known as the Big Blue, the
Department of Conservation and Recreation has recognized the trail for its significant
contribution to the greenway effort. The Virginia Outdoors Plan suggests that each
locality develop a trail and greenway plan as part of its comprehensive plan. The
Virginia Outdoors Plan contains a specific recommendation for the Tuscarora Trail. It
states that "although the trail is in place, efforts should continue to relocate the trail
corridor off the public roads and provide additional protection for the relocated sections".
A recommendation from the CPPS is sought as to whether the Tuscarora Trail should be
shown as a feature in the Comprehensive Policy Plan. It can either be mapped adjacent
to the Bicycle Plan Map in the Transportation Chapter or be included in a future map for
the rural areas in a new rural chapter. Suggested text to accompany this map is provided
below.

easements on private property, 3.75 trail miles are on unprotected private
property and 11 trail miles are on public roads.
This trail is an important feature in the county for recreation and for the
promotion of tourism. For safety reasons, the county supports the relocation
of the trail off of the public roads wherever possible. The county also
supports voluntary trail easements for sections of the trail on private
property to insure the long-term viability of the Tuscarora Trail.
