Senior Planner Susan Eddy reported to committee members the BOS work session held
with the Ad-hoc Committee on the Rural Areas Study. The work session took place on
March 1 Ith. BOS members were given a presentation and the opportunity to ask
questions. No action was taken.
Item 1— Eastern Frederick County Road Plan
Planner Eddy reported on proposed revisions to the Eastern Road Plan in light of the new
spine road proffered with the Haggerty rezoning. The Eastern Road Plan was considered
by the Transportation Committee at its March 1St meeting. The Transportation
Committee unanimously recommended that the spine road be shown on the Eastern Road
Plan as a new major collector road, that the previously shown new minor collector road
between Morning Glory Road and Valley Mill Road be deleted, and that Valley Mill
Road be re-routed to the new spine road on the Haggerty Property.
The Eastern Road Plan is an element of the Comprehensive Policy Plan and a
recommendation from the CPPS to the Planning Commission was sought.
CPPS members had many questions. Members were concerned that the spine road would
prejudice the future Route 37 in this area. They also had concerns over the intersection
of Route 37 and the spine road at Route 7 and at Senseny Road. Planner Eddy explained
that VDOT resident engineer Jerry Copp was confident that all roads could be
accommodated. In addition it was noted that building a spine road rather than portions of
Route 37 was a waste of resources.
Members voted 11-1 to recommend approval of the revised Eastern Road Plan to the
Planning Commission.

Item 2 — SolenbergerBridgeforth UDA Expansion Request
Planner Eddy reminded CPPS members that the Solenberger/Bridgeforth UDA
Expansion Request was favorably discussed by the CPPS in the fall of 2004. She also
noted that a revised Western Jubal Early Land Use Plan had been considered in the fall of
2004, but postponed for further consideration of transportation issues.
Mr. Evan Wyatt of Greenway Engineering, representing the applicants, spoke on the
preliminary findings of the MPO. He noted that while an interchange at Jubal Early
Drive and Route 37 was desirable, it was not a high priority for funding.

Members voiced concern over the text in the WJELUP on transportation. As this was a
comprehensive plan amendment for UDA expansion, not a rezoning, many believed that
an applicant should do more than just mitigate the impacts of their own development.
Contributing to regional transportation issues was also important. Members all agreed
that the applicants in the WJELUP area should not be responsible for 100% of the
transportation improvements in the area.
Member DeHaven wanted to see the preliminary MPO figures before making a decision.
Members could not agree to revised text concerning transportation in the WJELUP.
Planner noted the draft WJELUP failed to mention a potentially historic property on the
site. She passed out revised text to correct this omission.
Members deferred making a recommendation on this application, and it was postponed
until the April meeting.
Item 3 — Tasker Woods UDA Expansion Request
Planner Eddy introduced the expansion request and noted that the CPPS members agreed
in February to study the triangle bounded by Route 522, Tasker Road and the existing
UDA boundary. Planner Eddy highlighted transportation considerations, the inclusion of
parcels along Route 522 and displayed six possible land use plans. The first alternative,
an all -residential scheme, was the applicant's preference.
Mr. Chuck Maddox of PHR&A, representing the applicants, introduced the project.
Mr. Clay Athey, also representing the applicant, gave a history of the request and noted
that former BOS member Harrington Smith was fully supportive of the request.
Mr. Maddox stated that the nearby residents were supportive of a residential scheme. He
also noted that the Macedonia Methodist Church was the center of the community and the
applicant was working with the church on an innovative park scheme to be used by the
wider community. Mr. Maddox supported staff's suggestion that the parcels along Route
522 be given access from the west to avoid many access points on Route 522.
Mr. Athey shared new options for transportation funding, recently passed by the General
Assembly, with the CPPS.
Member Morris was troubled by a UDA expansion request out of the normal cycle.
Member DeHaven reminded members that BOS supported requests were always an
option.
Member DeHaven spoke on the suitability of the site for industry, given the proximity to
Route 522 and the inland port and surrounding uses.

Members then discussed the possibility of a mix of uses on the site. Member Golloday
believed that land north of Tasker Road was not meant for industrial use, but could
accommodate commercial use. Members commented on the need for C&I uses in the
county. Member Banks asked whether the overcrowded Armel Elementary School had
been approached about this request.
Mr. Maddox stated that he did not see the need for a road going through the Allden
property. He also noted a drainage break and said that commercial uses south of the
drainage area might be possible.
Mr. Alan Hudson of Allden LC spoke of his wish to see residential uses north of Tasker
Road, but suggested that approximately 20 acres of commercial use might be possible
there.
Mr. Athey shared his view that Mr. Hudson had already done his share to provide quality
commercial and industrial sites for the county.
Members will continue their discussion of this request at the CPPS meting in April
Item 4 — Urban Development Area (UDA) Study
CPPS member George Kriz, who is leading the UDA Study, distributed draft preliminary
goals for the UDA study and announced that weekly working group meetings for the
study would begin on March 22nd. Session would be held on Tuesdays at 11:00 in the
Planning Department. All are welcome.
