Item 1— Rural Area Study
Senior Planner Susan Eddy updated committee members on the action taken by the BOS at their
meeting on May 11 th concerning the Rural Areas Study. She highlights all the documents in the
agenda packet. Planner Eddy emphasized that the new draft of the Rural Areas Study (June 6,
2005) was based on the new table as forwarded by the BOS. CPPS members, and a few
members of the public who were present, then provided individual comments on the new draft
RA Study.
General
• This draft is a different direction from where joint Ad-hoc/PC/CPPS group was headed;
• Proposal does not solve RA problems;
• Will this be good for Frederick County?;
• New draft has much softer language than CPPS version;
• CPPS plan had requirements, this plan only encourages;
• Concern with early involvement of DRRS before policy language is decided;
• Some outright opposition to proposal;
• TMLD will push people out into the RA;
• This is not a radical step;
• This draft is too detailed - some items are best left to ordinances;
• This will appeal to those who oppose over -regulation;
• This will accelerate growth in the rural areas;
• Process will have a negative impact on future public participation;
• A consensus had almost been reached and then a table just appeared;
• Options can be a good thing;
• Increased density is troubling;
• Strong opposition to rezoning;
• This will encourage RA development;
• Consider the cumulative effect over 3-4 years;
• The process failed;
• The plan is not visionary;
• Concern with overall effect on County in terms of taxes and schools.
Rural Community Centers (RCC)
• All RCCs should not be treated the same;
• There is inconsistency in the treatment of RCCs (waiver v. rezoning);
• RCCs were meant to be studied in depth before policies were decided;
Other
• Concern over concept of fencing and fencing details;
• Some strong opposition to fencing;
• Concern over restricting off-site drainage easements on 5 acre lots (How to deal with
existing lots and failing systems?);

• Some strong opposition to package plants;
• Package plants can be good for the environment- other growth tools could cut density;
• Opposition to keeping 5 acre lot option;
• Disappointment over some "lost issues" such as reduced lot sizes with rural preservation
lots;
• Transportation impacts are still not adequately addressed;
Supervisor Van Osten requested the BOS members be sent a copy of the draft plan and the CPPS
comments in their mailout this week.
Planner Eddy noted that this would be a discussion item at the PC meeting on July 6th and the
BOS meeting on July 13th. All CPPS comments would be forwarded.
Item 2 — Urban Development Area Study
Deputy Director Ruddy updated the committee on the progress of the UDA study. He passed
around the UDA Summary Report (6/13/05) and reviewed the goal statement and the stakeholder
group summaries. He noted that Jesse Moffett of the Frederick -Winchester Service Authority
will speak at the next working group meeting on June 21 st. Questions were raised on the school
multiplier and how to address schools in the rural areas. Other stakeholders such as emergency
services and libraries were mentioned. The participation procedures (internal, stakeholder, and
public) were briefly addressed. Members agreed to forward this summary report to the BOS.
Item 3 — 2005 Comprehensive Policy Plan Amendment (CPPS) Requests
Planner Eddy noted the eleven CPPA requests and stated that a joint work session of the BOS,
PC and CPPS would take place to review these in July. All participants in the work session
would be sent the complete applications in the next week. They are very long.
Item 4 - Other
Planner Eddy updated the committee on the status of the Tasker Woods Land Use Plan. The
Board of Supervisors, at their meeting on May 25th, agreed to send forward to public hearing
only the two Allden, LLC properties in the Tasker Woods Area. The Board requested that the
wider study area be returned to the CPPS for further work and that the residents in the area be
involved. Planner Eddy advised that this would likely take place at a future CPPS meeting.
