Senior Planner Susan Eddy noted that there would be two additional items introduced
after item 1.
Item 1— Urban Development Area (UDA) Study
Deputy Planning Director Mike Ruddy introduced the UDA study. He gave two slide
presentations, both of which had been given at the Planning Commissioner's retreat on
February 5h. The presentations highlighted the history of the UDA, existing policies for
the UDA, development potential in the UDA and elements that could be included in the
UDA study.
CPPS member Bob Morris questioned the name UDA, given the County's suburban
development patterns.
The CPPS members discussed the overall direction of the study. CPPS chairman John
Light said the CPPS member George Kriz would lead the UDA study with member Jim
Golladay assisting. Chairman Light suggested that two working groups might be needed
— one for policy development and one for design development.
The members also discussed commercial and industrial development in the UDA and
whether this County had enough C & I. CPPS members June Wilmot and Jim Golladay
gave statistics on Frederick County and other county's C & 1.
CPPS members agreed they would need early input from the Sanitation Authority and the
School Board.
Item 2 — Tasker Woods UDA Expansion Request
Senior Planner Susan Eddy passed around handouts concerning this request. She noted
this request was originally submitted as part of the 2004 yearly CPPA process (#04-04),
but the BOS had initially asked the CPPS to only look at the Tasker Woods SWSA
request. The SWSA request was approved by the BOS in November, 2004.
At the BOS meeting on February 9, 2005 Supervisor Gene Fisher submitted a resolution
to study the Tasker Woods UDA expansion request. The resolution was unanimously
approved. Planner Eddy noted this is the alternative procedure for CPPA amendments.
CPPS members Bob Morris and Pat Gochenour questioned the urgency of this request in
light of the wider UDA study.
Mr. Chuck Maddox, representing the applicants, spoke briefly to explain the urgency of
the request. He stated it should be considered now, before the UDA study, as the
applicants had been told for the last 12 years that the request was premature. Also, the
area was an obvious addition when viewed on a map, and the lack of lots in the UDA is
pushing developers into the RA.
Planner Eddy suggested that the entire area bound by the existing UDA boundary, Route
522 and the existing SWSA boundary be studied rather than just the two parcels in the
resolution. This received support. Staff agreed to study the area further before the next
CPPS meeting in March.
Item 3 — Eastern Frederick County Road Plan
Senior Planner Susan Eddy reported that the CPPS will need to re-examine the Eastern
Road Plan in light of the new spine road proffered with the Haggerty rezoning. The
Eastern Road Plan will be considered by the Transportation Committee at their March
meeting before being fully considered by the CPPS. The Eastern Road Plan is an element
of the Comprehensive Policy Plan.
