Item 1— CPPA Request #07-05 (Arcadia Route 50E)
Senior Planner Susan Eddy reviewed the CPPA application. She then read the comments
received from the Service Authority and the School Board. She also passed on the comment
from the Parks & Recreation Department that the aquatic facility would likely not be located on
this site. Information on a preferred site would be given to the BOS soon.
Mr. Evan Wyatt of Greenway Engineering, representing the applicant, gave a presentation.
Questions were raised on the former shale pit on the site. Mr. Wyatt stated that the site was not
subject to extra regulations.
Mr. Wyatt noted there were many viable commercial sites available further west on Route 50.
He also was unaware that the site was not being considered for an aquatic center.
Questions were raised on airport flight patterns. The price of these upscale townhouses, to be
marketed to commuters, was estimated by Mr. Wyatt at $300,000+.
Member Golladay raised concerns over the effect of residential development on existing stable
businesses. Future resident may have a NIMBY attitude towards existing businesses. The
County needs business sites to pay the bills.
Member Wilmot noted the UDA study has set a goal of 40% commercial and industrial
development. Where can this land be found? We should not erode our commercial land base.
Member DeHaven expressed support for mixed use, but questioned why it was appropriate on
this site.
Member Copenhaver noted the difficulty for school transport.
Members in general could not see the rationale for high end townhouses located between the
future Route 37 and an existing industrial site.
Members unanimously agreed that the current Comprehensive Plan designation was preferred
and did not recommend UDA expansion with a mixed-use land designation.
Item 2 — CPPA Request #09-05 (Bowman -Shoemaker)
Senior Planner Susan Eddy reviewed the CPPA application. She then read the comments
received from the Service Authority and the School Board.
Mr. Evan Wyatt of Greenway Engineering, representing the applicant, proceeded to question the
CPPA process. He did not think the first application had been studied enough. Some CPPS
members voiced their displeasure with the process. They did not believe they had any influence
during the joint work session. Chairman John Light noted that the CPPS members had studied

both of these sites in the past and were very familiar with them. He suggested that a full
discussion of the CPPA process take place at another time.
Mr. Wyatt gave an overview of the MPO transportation plans for the area.
Chairman Light considered the need for a new school site in the area.
Member Morris asked if Warrior Drive could be re -aligned to provide land directly adjacent to
Sherando High School?
Member DeHaven said he preferred more commercial land along double Church Road.
Member Wilmot asked if a wider study area could be considered?
Planner Eddy said a wider area could be studied.
Member DeHaven was very concerned about transportation and the MPO plans in this area.
Member Morris had concerns about Route 277.
Members questioned the need for schools and other public facilities in this area.
Members requested that staff provide greater information on roads, zoning, and the nearby
agriculture & forestal district.
Member Golladay asked staff to look into a condition with the 1989 rezoning on pipe size to
discourage residential development.
Members agreed to further discuss the application at their next meeting after staff provided more
information.
Item 3 — Urban Development Area Study
Deputy Director Ruddy updated the committee on the progress of the UDA study. He noted that
the next working group meeting would take place on Tuesday, August 161H
Item 4 - Other
Chairman John Light asked for an update on the RA Study. Planner Eddy informed the
committee that the Board of Supervisors was scheduled to discuss the RA Study again at their
meeting on August l Otn. Chairman Light encouraged all members to discuss the study with their
Supervisor. He expressed a willingness to schedule meetings with Supervisors if there was
interest among the group.
